This is Sources Sought announcement only - this is not a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified vendors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the VA Upstate New York Healthcare System (VISN2 North) anticipate a purchase order for the following: VISN 2 North medical centers require the completion of a new a turnkey Dental Picture Archiving and Communications System (PACS) installation project for Dental Services at the following locations: Albany VA Medical CenterBuffalo VA Medical Center Batavia VA Medical CenterBath VA Medical Center Canandaigua VA Medical CenterSyracuse VA Medical Center Rochester VA Outpatient Clinic The Dental PACS shall consist of server and data storage hardware and licensure, dental imaging software and licensure, computer hardware, PACS configuration, installation, and training services. Please see the Statement of Work that follows. The following are minimum mandatory technical specification requirements: "Dental PACS software shall utilize DICOM (Digital Imaging and Communications in Medicine) standard protocols in order to execute image archiving. "PACS software shall be a VistA Imaging approved DICOM modality interface. "Dental PACS shall be listed as a supported VistA Imaging approved interface (listed on most current version of the VistA approved DICOM modality interface listing). The appropriate NAICS Code is 541511 - Custom Computer Programming Services However, vendors who determine that they can meet the requirements of the procurement action but are registered in SAM under a different NAICS code are encouraged to state as such and to provide their respective NAICS Code. Other possible NAICS Codes are 541519 - Other CPU Related Services; and 334111 - Electronic Computer Manufacturing. Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Contract Title: VISN 2 North Dental Picture Archiving and Communication System (PACS). 3. Background: The following VISN 2 North medical centers require a new PACS for Dental Services: Buffalo VAMC, Batavia VAMC, Bath VAMC, Canandaigua VAMC, Rochester VA Outpatient Clinic (ROPC), Syracuse VAMC, and Albany (Stratton) VAMC. 4. Scope: VISN 2 North requires the completion a turnkey Dental PACS installation project. The Dental PACS shall consist of server and data storage hardware and licensure, dental imaging software and licensure, computer hardware, PACS configuration, installation, and training services. The new Dental PACS software shall utilize DICOM (Digital Imaging and Communications in Medicine) standard protocols in order to execute image archiving. The new Dental PACS software shall be a VistA Imaging approved DICOM modality interface; the new Dental PACS shall be listed as a supported VistA Imaging approved interface (listed on most current version of the VistA approved DICOM modality interface listing). 5. Specific Tasks: 5.1 - Central Server and Data Storage Infrastructure 5.1.1 - Database Cluster: The VISN 2 North Dental PACS vendor shall provide a Central Storage Server Database that will reside at one of the VISN 2 North medical centers (prospectively Buffalo VA Medical Center). The Central Storage Server Database will contain two independent servers acting as a clustered pair to ensure system redundancy. The two (2) Database Cluster servers shall be Dell PowerEdge R630 units (or equivalent) and meet (or exceed) the following technical specifications: "Servers shall be equipped with Intel E5-2630 processors (or equivalent). "Servers shall each have 32GB RAM minimum. "Servers shall be equipped with redundant power supplies. "Servers shall be equipped with a hardware RAID controller allowing for RAID 1 environment. "Servers shall contain dual 10Krpm drives with 600GB minimum storage capacity. "Servers shall be configured with MS Windows 2012 Server Standard and three (3) SQL Server Standard Edition 2012 2-core licenses shall be provided to accommodate the Database Cluster. "Server infrastructure hardware shall have a three year warranty, including OEM support services. Vendor shall provide on-site and or remote configuration/ installation services in order to setup clustered server environment. Racking and stacking of servers is not a required installation service (to be completed by local Biomedical Engineering personnel). 5.1.2 - Central Data Storage for VISN 2 North: The VISN 2 North Dental PACS vendor shall provide one (1) data storage array (at minimum) that will archive images for the VISN. The data storage array shall be a Dell PowerVault MD3420 Direct Attached Storage Array unit (or equivalent) and shall meet (or exceed) the following technical specifications: "Data storage array shall have a minimum of 11 TB of available data storage capacity. "Data storage array shall utilize 10Krpm drives and be capable of a RAID 5 configuration. "Data storage array shall be delivered with necessary Serial Attached SCSI (SAS) cables. "Data storage array shall have a three year warranty, including OEM support services. 5.2 - Individual Site Server Hardware 5.2.1 - Clinic Server Deployment: The VISN 2 North Dental PACS vendor shall provide one (1) clinic server to support the new Dental PACS at each of the following medical centers: "Bath VAMC "Canandaigua VAMC (clinic server will also support ROPC) "Syracuse VAMC "Albany Stratton VAMC 5.2.2 - Clinic Server Technical Specifications: The clinic servers provided by the VISN 2 North Dental PACS vendor shall be dell PowerEdge R530 units (or equivalent) and shall meet (or exceed) the following technical specifications: "Servers shall be equipped with Intel E5-2630 processors (or equivalent). "Servers shall each have 32GB RAM minimum. "Servers shall be equipped with redundant power supplies. "Servers shall have 10Krpm drives and shall allow for a RAID 5 configuration. "Servers shall have 2.4TB of storage capacity (minimum). "Servers shall be configured with MS Windows 2012 Server Standard. "Servers shall come with vendor software licensure able to support the appropriate number of workstations at each facility (refer to Deliverable section of the SOW). "Each Server shall be delivered with one (1) keyboard, one (1) mouse, and one (1) display monitor. "Servers shall have a three year warranty, including OEM support services. Racking and stacking of servers is not a required installation service (to be completed by local Biomedical Engineering personnel at each site). 5.3 - PACS Software 5.3.1 - VistA Imaging Compliance: The proposed Dental PACS software for VISN 2 North shall meet the following qualifications: "Proposed software shall be a VistA Imaging approved DICOM Modality Interface. "Proposed software shall have passed the VA's internet validation test suite listed in the Joint VA/DoD DICOM Modality Conformance Requirements (Rev 3.0) documents. "Proposed software shall have a status of 'supported' on the most current version of the VistA Imaging approved DICOM Modality Interface official listing. 5.3.2 - Software Specifics: The Dental PACS software for VISN 2 North shall meet the following requirements: "Proposed software shall be able to be installed on VA owned workstations (whether behind MDIA (Medical Device Isolation Architecture) or not). "Proposed software and Dental PACS system shall utilize a VNA (Vendor Neutral archive) and be compatible with multiple hardware platforms for patient imaging. "Proposed software shall come pre-configured with default/ baseline templates. "Proposed software shall allow for the creation of customized templates; each facility (clinic server owner) shall be able to customize facility specific templates. "Proposed software shall be approved (prior to contract solicitation) to query VistA Imaging's Text Gateway. "Proposed software shall be directly integrated with Dental Record Manager (DRM) Plus. "Proposed software shall be capable of automatically transferring images to VistA Imaging. "Proposed software shall allow for the manipulation of dental radiographs. 5.4 - Workstations and End-User Hardware 5.4.1 - Workstation Provision: The VISN 2 North Dental PACS vendor shall be able to provide workstations for a turnkey dental PACS project. Specific quantities are detailed in the Deliverables section of the SOW. 5.4.2 - Workstation Technical Specifications: The majority of workstations to be provided by the VISN 2 North Dental PACS vendor shall be Dell Optiplex 3040 small form factor desktops (or equivalent as evaluated by VA Biomedical Engineering) and shall meet (or exceed) the following specifications: "Proposed dental PACS workstations shall have Intel Core i5-4590 processors (or equivalent). "Proposed dental PACS workstations shall have 8GB DDR3 RAM (minimum). "Proposed dental PACS workstations shall have a 500GB 7.2Krpm hard drive (minimum specifications). "Proposed dental PACS workstations shall have an optical drive compatible with DVD +/- RW disks. "If designated in the Deliverable section of the SOW, proposed dental PACS workstations shall be delivered with a Dell 6-button laser mouse and Dell KB813 Smart Keyboard. "Proposed dental PACS workstations shall be delivered with a 2k resolution (true color) Dell UltraSharp 24" Widescreen monitor. Monitors shall be delivered with display port and VGA cables. "Proposed dental PACS workstations shall be equipped with an AMD Radeon R5 240, 1GB Video Card that allows for extended displays via dual monitors (not simply duplicated/mirrored displays). "Proposed dental PACS workstations shall have one (1) display port, one VGA or DVI port, and at least 2 external UDB 3.0 ports. "Proposed dental PACS workstations shall have a three year warranty, including OEM support services. 5.4.3 - Advanced 3D Manipulation Workstations: Potential vendor shall be able to provide workstations with the following advanced technical specifications that will allow for effective manipulation of 3D images (specific quantity detailed in Deliverables section of the SOW): "Dedicated video card with minimum of 2GB RAM. "Appropriate power supply to power workstation with enhanced video card. "System RAM of 16GB. "Intel Core i5-6500 3.2GHz Quad Core processor (or equivalent) "Workstations should be delivered with a 4k resolution 24" widescreen monitor. 5.4.4 - Workstation Installation and Placement Services: The VISN 2 North Dental PACS vendor shall provide on-site support (4 days of support minimum for facilities with server hardware) for workstation installation and placement for each facility; this on-site support shall also include system configuration services. The VISN 2 North Dental PACS vendor shall also provide one (1) on-site follow-up visit for all facilities post-installation. 5.5 - PACS Training and Support Services 5.5.1 - The VISN 2 North Dental PACS vendor shall provide on-site installation and system training for each facility. Training shall be conducted for both end-users and Biomedical Engineering personnel. 5.5.2 - The VISN 2 North Dental PACS vendor shall be able to provide annual support and maintenance services for the new dental PACS. Annual maintenance shall include software updates, software debugging, and required patches. This may include future on-site support options. 5.6 - PACS Image Transfer to New Database The VISN 2 North Dental PACS vendor shall transfer all existing VISN 2 North images stored in Trophy to the new dental PACS. Images shall be transferred from Trophy, not VistA Imaging. 5.7 - Additional Project Hardware The VISN 2 North Dental PACS vendor shall be able to furnish the addition project hardware items detailed in 6.8 of the Deliverables section of the SOW. 6.
