Description
THE U. S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis as a means of conducting market research or market survey to determine the availability and potential of the business community to provide all equipment, maintenance, service, training and certification associated with a full service Technical Surveillance and Countermeasure Program (TSCM). Equipment is to be provided to the NRC in Rockville, Maryland. Training, certification, maintenance and service may be provided off site if required. The equipment delivery, training and certification must be completed prior to 1/1/2017. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334515. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposal. Submission of any information in response to this market survey is purely voluntary and the Government assumes no financial responsibility for any costs incurred. BACKGROUND: For this purpose TSCM is defined as the ability to detect the presence of technical surveillance devices and hazards and to identify technical security weaknesses that could aid in the conduct of a technical penetration of the surveyed facility. This should include but may not be limited to the detection of RF signals, passive recording devices, cameras and testing internet protocol (IP) packet traffic on VoIP phones and systems. The visual inspection and recording of elevated areas in color and black and, any other tools or capabilities associated with TSCM surveys. SPECIFIC ACTIVITIES: Interested vendors should provide a list of TSCM equipment that they manufacture or supply. The list should include a description of these products. These products should include the detection of RF signals, passive recording devices, cameras and testing internet protocol (IP) packet traffic on VoIP phones and systems. The visual inspection and recording of elevated areas in color and black and, any other tools or capabilities associated with TSCM surveys. The first phase will be training and certifying of 3 individuals in the use of equipment being purchased and techniques associated with a TSCM survey. This training may take place at NRC HQ in Rockville MD or at a sight designated by the provider. This training and certification may be required prior to 1/1/2017. The second phase will be the delivery of all purchased equipment to NRC HQ in Rockville, MD. The delivery will coincide with the completion of initial training of at least one individual. All purchased equipment will have a service plan for software/hardware updates and maintenances for 5 years from the time of delivery. Damage caused by negligence or improper use will not be covered by the service plan. The third phase will be recertification of all trained individuals every year for 4 years after completion of their initial certification. This certification may take place at NRC HQ in Rockville, MD or at a sight designated by the provider. Market Research Questions (Responses should be submitted in MS Word and/or MS Excel format and include the following information). Page Limit - The response to all questions shall not exceed five pages. 1. Organization name, address, email address, web site address and telephone number 2. What type of business is your company (i.e., small, 8(a), service-disabled veteran-owned, etc.)? 3. Has your company previously faced organizational conflict of interest issues with NRC? 4. Has your company provided a comparable type of service and equipment to other US Government Agencies or private companies? If so, please provide 2 references. 5. Provide certifications or credentials of instructors who will be conducting the training for the NRC. 6. List equipment meeting the above requirements and prices. 7. List training costs associated with the above descriptions. 8. List Service and maintenance costs associated with above descriptions. The purpose of this announcement is to perform market research in accordance with FAR part 6. All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed below. The package should also include past performance/experience regarding projects of similar scope listing the project title, general description, the dollar value of the contract, and name of the company, agency, or government entity for which the work was performed. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Submission of additional materials such as glossy brochures or videos is discouraged. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address and telephone number as well as size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Interested firms responding to this Sources Sought Synopsis are encouraged to structure capability statements in the order of the area of consideration noted above. All capability statements sent in response to this notice must be submitted electronically, via e-mail, to Mr. Daniel App, at Daniel.App@nrc.gov, in either MS Word, WordPerfect or Adobe Portable Document Format (PDF), within 10 business days from the date of publication of this notice. This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current market information. DISCLAIMER AND NOTES: Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's potential capability and capacity to perform the subject work. The Government may provide access to the information contained in the response to a contractor providing acquisition planning and strategic technical assistance support to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
