Description
Department of Health and Human Services (DHHS), NIH Information Technology Acquisition & Assessment Center (NITAAC) is soliciting for proposals and intends to subsequently award additional small business contracts for the Chief Information Officer-Solutions and Partners (CIO-SP3) Small Business Government-Wide Acquisition Contract (GWAC) as a follow-on to the CIO-SP3 Small Business contracts awarded in 2012. CIO-SP3 GWAC contains Article H.14 "Ramp-on Procedures" that reserves the right of the Government to announce an Open Season to open the GWAC to new contractors. It has been determined that the need for additional small businesses exists. Thus, NITAAC invites Small Business, 8(a), SDVOSB, and HUBZone offerors to submit offers to be considered for the Ramp On Open Season under the Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Small Business Government-wide Acquisition Contract (GWAC). Interested offerors are required to submit their proposals electronically via EPIC, a secure web-based portal in the format specified in the solicitation. The Uniform Resource Locator (URL) for this site is https://bids.acqcenter.com/NITAAC Offerors must be registered users in EPIC in order to submit proposals or questions. In order to register in EPIC, offerors will be required to provide their Data Universal Numbering System (DUNS) number. Without the DUNS number, an offeror will not be able to register. Directions for navigating the EPIC website are provided in the attached solicitation. Questions pertaining to the solicitation must be submitted via EPIC. Offerors will be required to register in EPIC in order to submit questions. The Government will not consider proposals or questions submitted by any other means (e.g., email). Offerors are advised to allow enough time for submitting their proposals via this website, and to allow sufficient time to become familiar with the site and with the procedures for submitting their proposal. Technical issues with the site and/or with proposal submission should be addressed through the ‘Help’ option located within the site. The CIO-SP3 Small Business Procuring Contracting Officer (PCO) is the sole point of contact for this procurement.
