- SOL SOW USPFO of New Jersey Army National Guard intends to award a 1 base year and 4 option years Firm Fixed Price contract for Advertising on Commuter Buses and vehicles. The selected locations that the vehicles/Buses travel are on the "Statement of Work" and cannot be substituted with other geographical locations. This request will not be subdivided or split in any way. All interested vendors must submit their offer packet with a capability statement. All questions if any must be sent to MSG Joseph at Ronnie.Joseph1.mil@mail.mil only, no phone calls will be accepted. Offer Period: Bid MUST be good for 30 calendar days after close of Buy. SAM Requirement: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/sam/ Delivery Requirement: Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 days. Commercial Items Terms and Conditions: The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Evaluation Criteria/ Basis of Award Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price and delivery. The offerers shall validate that they hold exclusive or partial rights to advertise on the agency/company Commuter vehicles in New Jersey Counties as indicated in the statement of work. Offers must submit organization capability statement. Technical evaluation Criteria; Offerers shall identify their reach and frequency for the indicated regions in the statement of work. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Office.
