EAFB Pavement IDIQ Statement of Work ** NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS** The 28th Contracting Squadron, Ellsworth AFB, South Dakota is conducting market research to determine the existence of interested sources capable of providing all labor, equipment, supplies, transportation, tools, materials, supervision and any other items necessary to perform all operations required in connection to an Indefinite Delivery/Indefinite Quantity (IDIQ) Base Pavement contract, as specified in the Project Description below. This is not a Request for Proposal, but instead a market research method to determine the availability of small/large business firms for a potential contract. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME. Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources to include small businesses in the following categories: Small Business, Certified 8(a), Certified HUB Zone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). Those sources having the skills, capabilities, and bonding necessary to perform the described project are invited to provide feedback via email to the Primary POC. The capabilities will be evaluated solely for the purpose of determining whether to set-aside for the small business community or to conduct the procurement under full and open competition. PROJECT DESCRIPTION The work may include, but is not limited to, the following: minor construction, repair, and replacement of asphalt cement concrete (ACC) and portland cement concrete (PCC) pavements to include base streets, parking lots, and airfields. Specific work includes demolition, excavation, embankment, grading, saw cutting, milling patching, paving, sealing, marking and utility adjustments, and painting of stripes or markers on airfield and base pavements by truck mounted machine or portable push machine. Airfield paint markings shall conform to the requirements of Air Force Instructions 32-1042, STANDARDS FOR MARKING AIRFIELDS and Engineering Technical Letter (ETL) 04-02 (change 1). All work shall be accomplished in accordance with contract documents and most recent Federal and State regulations. Work is required for Ellsworth AFB, South Dakota. The magnitude of the anticipated projects to be issued as Task Orders (Few $2K -$200K, Average $200K - $600K and Few $600K - $1.5K). The anticipated aggregate not-to-exceed amount for this IDIQ contract is $8 million or five years (one base + four option years), whichever comes first. The NAICS Code is 237310, the size standard is $36.5 million, and the Product Service Code is Z1LB, Construction of highways, roads, streets, bridges, and railways. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the prime contractor will perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. If your firm has an interest in proposing on future requirements as described above, who believe they can meet the requirements, are invited to submit, in writing, a complete capabilities package. Provide responses NO LATER THAN 2:00 p.m. (MST) on 25 March 2016 to TSgt Calvin Courtney, calvin.courtney@us.af.mil, and Mr. David Mendelsohn, david.mendelsohn@us.af.mil. At a minimum the capability statement shall state skills, experience, and knowledge required to perform this type of work. Include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, email address, website, and CAGE Code. 2. Company's business size and/or socioeconomic status (i.e. Small Business, SBA Certified 8A Program Participant, SBA Certified HUB Zone Firm, Small Disadvantaged Business, Service Disabled Veteran Owned Business, Woman-Owned Small Business). 3. A positive statement of your intention to bid on this contract as a prime contractor. 4. Offeror's Joint Venture, Partnering Agreement, or Mentor-Protégé information if applicable - existing and potential. 5. A listing of any government contracts held over the last three (3) years. 6. Company's bonding capacity; single award capacity and an aggregate bonding capacity. Provide documentation from Surety or Agent of capability to be bonded for performance and payment bonds up to $5M. 7. If you are a small business, are you considering submitting a proposal as a prime contractor? 8. What are the most critical criteria that would distinguish your company's capabilities from another? Explain. 9. Representation of the ability to execute multiple Task Orders concurrently in a wide variety of design and construction efforts as earlier stated in this document. Identify specialty construction trades as well as experience in delivering design-build projects. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the 28th Contracting Squadron in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for or return information submitted. Respondents will not be notified of the results of the market research.
