- This is published as a brand name sole source announcement under the statutory authority at 10 USC 2304(c) (1), and regulatory authority at FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Application for Brand Name Description. The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot(TYAD), Tobyhanna, PA 18466 intends to solicit and award a firm-fixed priced contract for Brand Name only; EMCORE OPTIVA Fiber Optic equipment manufactured by EMCORE Corporation (EMCORE), 2015 Chestnut Street, Alhambra, CA 91803. EMCORE is the sole designer and developer of the OPTIVA Fiber Optic equipment. The Brand Name EMCORE OPTIVA Fiber Optic equipment is required to enable TYAD to upgrade and modify the AN/Tactical Satellite Communications(TSC)-86F(V)2 Satellite Communications Terminal in order to facilitate the proper integration with EMCORE OPTIVA fiber optic equipment already utilized in the field by Air Force Wideband Enterprise Terminals (AFWET) agency personnel. AFWET Fiber Optic equipment is located inside the Strategic Site's Electronic Enclosure Buildings (EEB). The required integration is in support of the Modernization of Enterprise Terminal Installations. The EMCORE OPTIVA fiber optic equipment has undergone a certification and approval process for use in the AN/TSC-86F (V) 2 Satellite Communications terminal through Communications-Electronics Research, Development and Engineering Center (CERDEC), as well as PMWESS, DISA, and ARSTRAT who must also approve the use of the fiber optic equipment. Based on the previous costs and time incurred to obtain the approvals and certification of the EMCORE OPTIVA fiber optic equipment, it is estimated that approval and certification of fiber optic equipment from any other manufacturer would cause an unacceptable delay of 6-8 months and cost the Government an amount exceeding the estimated cost of this acquisition. It is critical that commonality of fiber optic equipment be maintained between TYAD designed Satellite Communications Terminals such as the AN/TSC-86F(V)2 and fiber optic equipment currently utilized by AFWET to ensure consistency and the ability to properly integrate communications equipment located in both the terminal and the onsite Electronic Enclosure Buildings (EEB). TYAD Technical experts have determined if any equipment, other than EMCORE OPTIVA fiber optic equipment were to be utilized, integration with the Air Force Wideband Enterprise Terminal System (AFWET) fiber optic equipment would be costly and require a lengthy approval and certification process. The following is the list of brand name EMCORE OPTIVA fiber optic equipment configurations and quantities required. Equipment shall be new. Used or refurbished equipment will not be considered. P/N OTS-2T/3.5-0710-00-10-SA-12-15-1 FIBER OPTIC TRANSMITTER QTY 4 EA. P/N OTS-RFS-2-S5 RF SPLITTER QTY 3 EA P/N OTS-RSU-2-S5-SS REDUNDANCY SWITH UNIT QTY 3 EA P/N OPV-CTLR-IC NMS SNMP CONTROLLER QTY 5 EA. P/N PS-200F-NA POWER SUPPLY QTY 16 EA. P/N OT-CC-16F-002 CHASSIS, OPTIVA 3RU, 16 SLOT QTY 9 EA. P/N OT-OPF-1 BLANK PANEL, 1 SLOT QTY 32 EA. The contractor shall warrant the parts for a period of twelve months from the date of acceptance. This warranty shall cover all defects in material and in workmanship. A copy of the factory acceptance testing/certification shall accompany the shipment. All equipment shall be delivered FOB Destination, Tobyhanna Army Depot, 11 Hap Arnold Boulevard, Tobyhanna, PA 18466. Defense Federal Acquisition Regulation Supplement (DFARS) 225.1 -Buy American Act - Supplies, applies to this acquisition. DFARS 252.225-7001 - Buy American Act and Balance of Payments Program, will be included in the solicitation. This acquisition is being conducted in accordance with FAR Part 12 Acquisition Commercial Items and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. NAICS Code is 334220 and the size standard is 1,250 employees. Solicitation, Request for Proposal (RFP) W25G1V-16-R-0008 will be issued on or about March 30, 2016. Actual issue and due dates shall be as established in the solicitation. The RFP will be available for download on the FEDERAL BUSINESS OPPORTUNITIES PAGE. The solicitation will be issued electronically only. No paper or disc copies will be Issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal submitted. Three (3) examples of recent and relevant past performance for same or similar requirements which demonstrate capability and successful performance on previous contracts similar in size and scope of this requirement performed within the past three years will be required with proposal submitted. Any resultant contract shall be a Firm Fixed-Price, one (1) award. In order to be eligible for award, all prospective offerors must be registered in System for Award Management (SAM): https://www.sam.gov and not show any Active Exclusions or Delinquent Federal Debt, and found to be responsible in accordance with FAR 9.1 - Responsibility of Prospective of Prospective Contractors.
