- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a high-speed (HS) digital image correlation system (DIC) to obtain accurate, non-contact, high-rate displacement, strain, velocity, and acceleration measurements. The VIC-3D HS DIC system available from Correlated Solutions, Inc. is the only United States based vendor that meets all the capability requirements defined in the Statement of Work (SOW). The NAICS code is 334516 and the business size is 1,000 employees. The proposed purchase order is being solicited on a sole-source basis to Correlated Solutions, Inc. The proposed action is for the procurement of a the VIC-3D HS DIC system for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: NSWCCD has previously tested the VIC-3D DIC software from Correlated Solutions, Inc. and validated that it meets the requirements defined in the SOW. This software is the only DIC software found to be technically acceptable by NSWCCD and is proprietary to Correlated Solutions. The NSWCCD intends to award a firm fixed-price purchase order to Correlated Solutions, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 30 March 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 03/30/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
