Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items. The VISN 23 Veterans Health Administration intends to negotiate a commercial sole source contract with Blue Tech Inc., 2251 San Diego Ave #B-155, San Diego, CA, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-53. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is attached in support of this acquisition. This contractor has knowledge and experience with the VA VISN 23 Biomed Visage system that would not be readily available to another contractor. This announcement constitutes the only solicitation and a written solicitation will not be issued. The following is the Statement of Work we are requesting this contractor to complete for us: VISN 23 Visage Training Statement of Work (SOW) Introduction: VISN 23 is seeking additional training for Visage now that all sites in VISN 23 are live. The training would be targeted at radiologists, radiology technologists, clinicians, PACS administrators, and biomedical engineering personnel that utilize Visage. The training will be a combination of both onsite training and remote/web training. The onsite training will be required for each of the following VA facilities: "Minneapolis VA Health Care System One Veterans Drive Minneapolis, MN 55417 "Saint Cloud VA Health Care System 4801 Veterans Drive Saint Cloud, MN 56303 "Fargo VA Health Care System 2101 Elm Street N Fargo, ND 58102 "Sioux Falls VA Health Care System 2501 W. 22nd Street, PO Box 5046 Sioux Falls, SD 57117-5046 "VA Black Hills Health Care System - Fort Meade 113 Comanche Road Fort Meade, SD 57741 "VA Black Hills Health Care System - Hot Springs 500 North 5th Street Hot Springs, SD 57747 "Iowa City VA Health Care System 601 Highway 6 West Iowa City, IA 52246 "VA Central Iowa Health Care System - Des Moines 3600 30th Street Des Moines, IA 50310-5774 "VA Nebraska Western Iowa Health Care System - Omaha 4101 Woolworth Avenue Omaha, NE 68105 "Lincoln Division - VA Nebraska Western Iowa 600 S. 70th Street Lincoln, NE 68510 Requirements (shall meet or exceed): 1.Provide onsite training to VISN 23 a.Onsite training shall be provided for a total of 34 days, broken down as follows per site: "Minneapolis VA - 10 days "St. Cloud VA - 3 days "Fargo VA - 3 days "Sioux Falls VA - 3 days "Iowa City VA - 3 days "Fort Meade VA/Hot Springs VA - 3 days (split across the two sites as needed) "Des Moines VA - 3 days "Omaha VA - 3 days "Lincoln VA - 1 day "PACS Administrator training - 2 days b.Onsite training will be targeted based on individual site preferences ranging on refresher training for radiologists, radiology technologists, clinicians, PACS administrators, and biomedical engineering personnel, guidance on hanging protocols, and other site specific needs c.One day will be considered 8 hours of training d.PACS Administrator training will take place at a central location in VISN 23, such as Minneapolis, with a focus on hanging protocols, reviewing tasks that should be performed on a routine basis, and assisting with questions about various tasks 2.Provide 30 hours of PACS webinars/remote training a.Hours shall be used in increments of one and allow for more than one attendee/site per session 3.All travel costs required by the contractor shall be included in the contract (i) The solicitation number is VA256-16-Q-0250 and is issued as a Request For Quotation (RFQ) (iI) The provisions and clauses incorporated into this solicitation document are those in effect through the Federal Acquisition Circular.
