The mission of the National Institute of Dental and Craniofacial Research (NIDCR) is to improve dental, oral, and craniofacial health through research, research training, and the dissemination of health information. The Adult Stem Cell Section (ASCS) in the Craniofacial and Skeletal Diseases Branch (CSDB), National Institute of Dental and craniofacial Research (NIDCR) requires a device with appropriate software to analyze colonies derived from human blood progenitors. The ASCS is interested in hematopoiesis (development of blood) and one of the basic required tests is to see if certain agents/factors/hormones affect the division and differentiation of the blood stem cells (hematopoietic progenitors). To do this the cells need to be seeded in a semi-solid medium and at day 7 and 14 the whole dish has to be scanned under high magnification and the number of the different white cell and red cell colonies (CFUs) must be counted. (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued." (ii) The solicitation number is NHLBI-CSB-DE-2016-098-KEW and the solicitation is issued as a request for quote (RFQ). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 effective 07 MAR 2016. (iv) The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the small business size standard is 500 Employees. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) The Contractor Requirements are listed below: (vi) The Contractor Shall Provide: The contractor shall provide the following products brand name or equivalent. No used or refurbished equipment will be accepted. 1. Catalog Number: 22000; Description STEMvision; Quantity: 1 a. The contractor shall provide an instrument that is capable of providing imaging and scoring of hematopoietic colonies in the colony-forming unit (CFU) assay using MethoCult TM media. 2. Catalog Number: 22007; Description: STEMvision TM Color Human Mobilized Peripheral Blood 14-Day CFU Analysis Package; Quantity: 1 a. The contractor shall provide an analysis package that can provide scoring and counting of hematopoietic colonies produced by erythroid, myeloid and multi-potential progenitor cells (CFU-E, BFU-E, CFU-G/M/GM and CFU-GEMM) in 14-day CFU assays of cord blood, bone marrow and mobilized peripheral blood cells cultured in MethoCult TM Optimum. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Award will be made to the offeror that provided the lowest price technically acceptable quote.
