Description
Amendment 3 - significant changes to quantity and system specifications. This solicitation is for two (2) Global Positioning System (GPS) receivers, to be installed on a Government-owned dredge and a crane barge. The receiver shall be equipped with all necessary antennas, cables, accessories, software and manuals for a fully functional mobile DGPS/RTK system. The GPS receiver shall provide support for positioning using USCG Beacon DGPS capability and heading using dual rugged type antennas. It must also be Real Time Kinematic (RTK) compatible. The antennas must be of the "rugged" type, as the dredge is not a stationary vessel. The GPS receiver shall utilize US and GLONASS satellite signals and perform precise 3-dimensional relative (differential mode) vector measurement and positioning, based primarily on carrier phase and integrated Doppler measurements. The GPS system shall be capable of positioning and heading requirements listed in the specifications section. These include: - Accuracy of better than 1 meter in real time differential dynamic mode - RTK mode accuracy of at least 10 cm horizontal and 10 cm vertical - Capable of tracking at least 8 satellites simultaneously, each on an independent channel. - Fast time to first fix of less than 30 seconds after power interruption, fast re-acquisition time of 3 seconds or less for loss of satellites due to antenna blockage. Systems will be installed on vessels by May 1, 2016. Vessels are currently at Service Base near Fountain City, WI, but may move as river conditions change.
