Sources Sought Notice The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 17, Network Contracting Office (NCO) 17 is seeking sources for the following procurement: Line Item 0001 - Parts and Equipment to Repair Variable Frequency Drive (VFD) #7 (Including Part# LC1F4 and LC1F3; Retrofit Bypass Contactors) Place of Performance: Bldg 70 (Energy Center), VA Hospital, 4500 South Lancaster, Dallas TX 75216 Please Statement of Work attached to Sources Sought Notice for further information. The NCO 17 is seeking sources from any interested firm that can provide these services. Firms that can provide these services are encouraged to respond to the sources sought notice by contacting the point of contact. Interested firms must respond to the POC before the closing date and time of the RFI (18 March 2016, 10:00 AM CST) to be considered. Interested firms are requested to indicate in their response if option years in an order/contract can be considered. Interested firms must identify their company name and are asked to provide a capabilities statement (if available) with their response. This notice is NOT a formal request for quote or proposals. No formal solicitation document exists at this time. The information in this notice is for information and planning purposes only and is not to be construed as a commitment by the government. No contract will be awarded from this notice. Notice: Do NOT respond to this notice in the Interested Vendors List. The POC for the sources sought notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the "Interested Vendors List" tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration. POC: shaun.gilbert@va.gov Statement of Work 1.Title of Project: Repair of #7 VFD Chiller Plant Energy Center (549-16-2-5088-0268) 2.Scope of Work: Contractor will arrive at Bldg. 70 (Energy Center) and check in with Energy Center Operations Personnel. Contractor will provide parts, labor and materials to install primary (LC14) and secondary (LC1F3) contacts into #7 Variable Frequency Drive (VFD). This will involve all wiring and testing needed to return this unit to MFG spec. operating condition. The unit has been wired by the previous Contractor for Emergency Temporary use. Contractor will have to reverse this wiring to its previous wiring configuration, upon completion of the retrofit contactors; including: installation, supply, and retrofitting both existing Bypass contactors with Square - D Units. Interlock design, same size unit rating. LC1F4 and LC1F3 with LA9F interlock Bypass configuration for operation and internal power and control wire lugs as needed. Recommission unit with retrofitted new contactor components for operation (3-4 week lead time on parts). 3.Background: Previous Contractor was called out for Troubleshooting to check VFD #7. Previous Contractor scheduled Tech to come out upon receiving PO from Logistics. Upon completion of inspection, the outdated contactors were deemed burned out. This unit is essential to providing Chill water to the Campus for cooling and had to be Emergency Wired for operation in the event of failure of the stand by and operating VFDs. The parts and labor included in this Contract will return this unit to normal operation.
