- RFI for Market Research on Integrated Library Systems (ILS) On behalf of the U.S. Nuclear Regulatory Commission (NRC) Technical Library, the Library of Congress FEDLINK program is conducting market research on integrated library systems (ILS) and library services platforms (LSP) that will allow the NRC to replace its legacy ILS and online catalog. The NRC anticipates that the replacement solution will also include electronic resources management and a robust discovery interface. FEDLINK seeks information from commercial vendors that can provide software and services that meet NRC requirements. This RFI is issued pursuant to FAR 15.201(c) (7) solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. In accordance with FAR 15.201(e), responses to this RFI are not offers to a contract solicitation and cannot be accepted by the Government to form a binding contract for any supply or service. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission, other than acknowledgment of receipt if a request for an acknowledgement is submitted by the vendor. FEDLINK is not seeking proposals at this time. Respondents are solely responsible for all expenses associated with responding to this RFI. Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent. This notice does not restrict the NRC to a particular procurement approach. This RFI should not be construed as a means to pre-qualify contractors. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the NRC. All submissions become the property of the NRC and will not be returned. SCHEDULING OF WEB-BASED DEMONSTRATION: As part of the RFI, interested vendors should be prepared to present one-hour web-based demonstration on the features and capabilities of their ILS/LSP. Demonstrations will be held between March 22 and March 31, 2016. The NRC prefers that respondents use GoToMeeting or GoToWebinar. Other systems are possible, but must be approved when scheduling the demonstration. To schedule a demonstration, send a request to Vanessa Fox to vfox@loc.gov and flicc-cl@loc.gov no later than 5:00 pm March 21, 2016. QUESTIONS: Questions must be submitted No later than 5:00 pm EST, 4/11/2016 in writing to vfox@loc.gov and flicc-cl@loc.gov. SUBMISSION OF RESPONSES: Written responses to this RFI should be submitted as answers to the questionnaire in the RFI document. Please note the sample records. Submit responses to Vanessa Fox via e-mail to vfox@loc.gov and flicc-cl@loc.gov. Submissions must be received by 5:00 PM EST, Friday, April 15, 2016 to be included in the Government's analysis. Proprietary information shall be clearly marked. The Government will not be responsible for any proprietary information not clearly marked. The Government may elect to contact RFI respondents for clarification on the information submitted.
