Description
*The purpose of AM00002 is to respond to Requests for Information. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number P16PS00062 is issued as a Request for Quotation (RFQ) to hire an event planner to help the park plan, manage, execute, train and debrief all aspects of a Centennial Cultural Festival in the Kipahulu District of Haleakala National Park, located at Mile Marker 41 Hana Hwy, Hana, Hawaii 96713 in accordance with the attached Scope of Work. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-86-2, effective February 1, 2016. This acquisition is a 100% small business set aside, using NAICS 711320, Promoters of Performing Arts, Sports and Similar Events without Facilities, size standard $15.0M. The contractor who is selected for this project will provide all labor and travel necessary to complete this scope of work. Work to be performed at: Kipahulu District, Haleakala National Park, located at Mile Marker 41 Hana Hwy, Hana, HI 96713. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications ¿ Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-43, 52.222-55. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. 52.212-2 Evaluation Commercial Items (JAN 1999) Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm fixed price award will be made to the responsible offeror submitting a quote that provides the best value to the Government. Best value will be determined by using the trade-off process as listed in FAR 15.101. In determining best value, the following factors will be considered: (1) Technical Capability (2) Vendor's timeline to perform the work; (3) Past performance - measured by the presentation of a Statement of Capabilities to be submitted with the vendor's quote and (4) Price. The factors are listed in descending order of importance. When combined the technical capability, time line and past performance factors are more important than price. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
