Description
SEAFAC O&M Support Services (N00167-16-R-0001) SEAFAC O&M Support Services (N00167-16-R-0001) Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue a solicitation for Southeast Alaska Acoustic Measurement Facility (SEAFAC) Operations & Maintenance Support Services. This requirement was previously publicized as an anticipated SeaPort-Enhanced (SeaPort-e) Solicitation N00024-15-R-3190 and provided a Market Research Questionnaire to be completed by interested parties, if desired. While sources sought market research has been completed previously, a draft statement of work (SOW) and market research questionnaire are provided as attachments to this posting. The Naval Surface Warfare Center Carderock Division (NSWCCD) Ship Signatures Department, Code 70, provides services and facilities to accomplish acoustic data acquisition and analysis in support of surface ship and submarine research and development (R&D) projects funded by the Naval Sea Systems Command (NAVSEA), other Navy and Department of Defense (DoD) sponsors, and non-Government organizations. The objective of the technical efforts described in this synopsis is to provide logistics, operations, technical services, and program management assistance in support of signature silencing programs for naval ships and undersea systems. As part of its mission, the Ship Signatures Department develops, operates, and maintains acoustic R&D test facilities at SEAFAC located in Ketchikan, AK. SEAFAC is the primary acoustic measurement facility for Pacific Fleet submarines. The subject services are required to accomplish operational and logistical support for full scale signature measurement trials and other signature assessment tests; operation, maintenance, and repair of facilities that are required to support the mission of performing acoustic measurement, testing and analysis at SEAFAC; and special programs support for full scale signature measurements trials and other signature assessment tests. The solicitation number for this requirement when issued will be N00167-16-R-0001. It is anticipated that the resultant award will be a cost-plus fixed fee (CPFF), single award indefinite delivery indefinite quantity (IDIQ) contract. It is anticipated that the procurement will be solicited on an unrestricted basis, under NAICS Code 561210 with a Small Business Size Standard of $38.5 million in annual receipts. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. It is anticipated that the solicitation will be available for download on or around 22 April 2016. The closing date of the solicitation will be 27 May 2016, unless a different date is specified in the solicitation. The RFP will be posted and will be available for download at http://www.fbo.gov/. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Interested parties are encouraged to review and respond to the attached Market Research Questionnaire and Draft SOW.
