- The attached pricing matrix is a mandatory requirement of this solicitation. The solicitation closing has been extended to March 18, 2016 at 3 PM Mountain Standard Time (MST). Completing and submitting the attached pricing matrix is a mandatory requirement of this solicitation. Pricing greater than $0.00 must be quoted for all option years. This procurement is for GPS Tracking Device Monitoring Service for CovertTrack trackers (Stealth III and Stealth III-micro) in accordance with the request for quotation (RFQ) and the statement of work (SOW). This requirement contains Sensitive but Unclassified (SBU) - Law Enforcement Sensitive information. Offerors must complete and return a DHS Form 11000-6 Non-Disclosure Agreement, and submit their DUNS number before being provided a copy of the RFQ. You must have a complete and active registration at www.sam.gov in order to receive a copy of the RFQ. Send your request to kirk.w.hunt@cbp.dhs.gov. Suppliers quotations will be provided in two separate documents sent to Kirk Hunt at kirk.w.hunt@cbp.dhs.gov. Quotation documents must be compatible with Microsoft Word or Excel or viewable in Adobe Acrobat. Documents must not exceed 5 pages or 5 megabytes in total file size. The two parts, as separate documents, are: 1) Pricing (complete the attached Pricing Matrix) and delivery (service start date), and 2) Statement of how the Product (monitoring service) meets or exceeds the SOW. The Government intends to evaluate quotations and award without discussions with offerors (except clarifications as described in FAR). Therefore, the offeror's initial proposal should contain the offeror's best price and delivery, plus give complete and concise descriptions of how the proposed monitoring service meets or exceeds the SOW. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
