- Red River Army Depot has a requirement for Portable Chemical Toilets and Hand Wash Stations, Base and Four Option Year contract. Only one award will result from solicitation W911RQ-16-R-0008. Portable chemical toilets and sewage pumping services are to be provided by this contract. Chemical toilets are delivered, serviced and maintained for the use of Red River Army Depot (RRAD) employees, contractors and customers working away from restroom facilities. Pumping and cleaning is accomplished for portable toilets and septic tanks. Red River Army Depot has seen a significant increase in the number and frequency of visiting units training for our vehicle rebuild operations which has meant an increase, and will surely continue in the number of short-term rental toilets required, as well as the frequency of extra cleanings and even a gradual increase in the number of permanent locations. The Contractor should be aware of these increasing requirements and be prepared for such contingencies. The objective of this effort is to furnish, service and maintain portable chemical toilets in clean and usable condition, and to accomplish pumping services for the required facilities in the most efficient and thorough manner. Qualified, capable personnel and appropriate equipment in good operating condition are required for the functioning of the contract. (A) Furnish chemical toilets for RRAD employees, contractors and customers whose normal course of work is away from restroom facilities. These will include personnel engaged in test projects and special short-term missions. Toilets shall also be furnished on request for visiting training units. Toilets should be set in placed within four hours when requested by COR. All units must be cleaned and supplied regularly with toilet paper and appropriate chemical solutions as indicated on the bid schedule. (B) Some locations require service once per week, and some twice per week, while some sites need only occasional pumping. Allowance shall be made for occasional emergency pumping as requested by the COR. (C) All contractor employees shall have visible identification. Drivers shall have current valid driver's licenses appropriate for the vehicles they are driving. Each driver shall be knowledgeable regarding procedures for restricted access to certain areas and practice these procedures consistently. The COR will assist in obtaining passes for individuals needing access to the restricted areas. (D) Each Contractor vehicle shall be visibly identified with the company name. Each vehicle shall be appropriately equipped for its function and in the best possible operating condition when present on RRAD. 1 PORTABLE CHEMICAL TOILETS: All portable toilets shall be skid mounted and shall be either one-piece shell construction or high grade recycled plastic. All toilets shall conform to industry and health and safety standards. They shall be capable of being transported over muddy terrain and unimproved roads and able to hold up under local climate conditions. 1.1 All units shall be stabilized to prevent blowing over in Red River Army Depot's common strong winds. This is crucial to safe and uninterrupted operation, and to prevent septic and chemical spills. This is especially important as RRAD often experiences strong winds. 1.2 Toilets shall be delivered clean and free of any physical defects and graffiti. The units are to be new or in nearly new condition. There shall be a sign-off sheet in each unit for the Contractor employee to indicate dates of placement and subsequent cleaning and servicing. 1.3 Each unit shall have basic equipment as follows: Toilet paper holders, clean unbroken toilet seats, screened vents, operational interior locking mechanisms, and spring-loaded doors providing for automatic closure. 1.4 Units shall be properly identified, having identification numbers painted or as decals on the front and back. Numbers should be a size readable from a distance of 20 feet. Each toilet unit shall have enough information about the COR to enable the customer/user to contact the COR, if necessary about the quality of service or to request services. For a fixed price per unit per month, portable chemical toilets at fixed locations shall be delivered, supplied, and regularly serviced and maintained. A schedule will be provided for the fixed locations of toilets. The Contractor may be required to relocate some of the fixed location units at the direction of the COR. The Government may cancel the service for any of the fixed units at any time. If a fixed location service is cancelled, the contractor shall remove the unit by the date directed by the COR. Payment for the cancelled unit shall be made in full for the month the service is terminated. The Government will not be obligated to pay for the services after the month of termination. SHORT-TERM RENTALS: When requested by the COR, toilets will be delivered within four hours, maintained, supplied, and serviced for specified time periods at various locations throughout the installation. All portable chemical toilets, whether on schedule or for short-term rentals, shall be cleaned and serviced as indicated on bid schedule (holidays excluded). Service and maintenance shall include but not be limited to the following: a. Pump out storage tank. b. Replace chemicals and water. The proportion of chemical to water shall be IAW the manufacturer's recommendation. c. Clean and disinfect all interior surfaces. d. Replenish toilet paper to provide for a one-week supply in each unit. e. Provide maintenance, repair or replacement of units as needed. f. Record the date when each service is performed on each unit. 3 PUMPING EQUIPMENT: The Contractor shall provide all equipment required for the execution of the pumping contract requirements. 3.1 Equipment shall be self-propelled; gasoline or diesel powered and shall be self- contained, having an on-board pump, hoses and storage tank. Use of a self-contained pumping system pulled by a trailer is also acceptable to the Government. Some travel may be required on hilly terrain and unimproved roads, and the proposed pumping equipment, whether trailer mounted or not, shall be capable of travel on this type of terrain. All equipment shall be watertight to prevent spillage of liquids during transit between collection points and the disposal site. The actual solicitation will post round 14 April 2016.
