- SOURCES SOUGHT ANNOUNCEMENT This is a Sources Sought Announcement (SSA) and is issued for informational and planning purposes only. THIS IS NOT A SOLICITATION. This request for capability information is not a Request for Proposals (RFP). Submission of any information in response to this SSA is purely voluntary and the Government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of a potential procurement and the resources available in the industry to perform the potential services. The applicable North American Industry Classification System (NAICS) code assigned to this SSA is 541720 - Research and Development in the Social Sciences and Humanities. The Department of the Treasury, Office of Financial Research (OFR) is conducting market research to determine resources for a potential Research Consulting Services contract. The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) established the OFR to help the Financial Stability Oversight Council (Council) and financial market participants assess and respond to threats to financial stability. A primary mission of the OFR is to perform applied research and essential long-term research and develop tools for risk measurement and monitoring (Dodd-Frank Act Section 153(a)(3-4)). To accomplish this, OFR will collect and standardize financial data, develop and publish key reference databases, and conduct research on financial market activities to identify potential sources of systemic risk. The OFR is interested in organizations with expertise in economic and financial stability research analysis, applied econometrics, statistics, engineering, and computer programming. In addition, an organization with a deep understanding of financial data, as well as the structure and activity of the financial industry, including but not limited to banks, hedge funds, mutual funds, and other asset management companies. The OFR is seeking to determine organizations available to support its mission by performing, but not limited to the following:  Research and analysis on issues and matters related to financial stability and potential risks to the financial system, and publishing associated research and analytical findings.  Monitoring financial institutions and markets and investigate disruptions and failures in the market  Design and construction of visualization techniques for monitoring and reporting systemic risk  Evaluate and report on stress tests or other financial stability-related evaluations of financial entities  Monitoring, investigating, and reporting on changes in financial risks and patterns.  Developing mathematical or statistical models to assess the impact of financial developments on the economy.  Forensic analysis of financial crises  Historical cataloging of systemic events for the purpose of defining "systemic risk"  Developing potential new systemic risk measures If your organization has the expertise and the capacity to perform the services described above, please provide the following information: 1) Organization name, point of contact, address, email address, website address, telephone number and Data Universal Numbering System (DUNS). 2) Business size: Identify yourself as one or more of the following: a) small business; b) 8(a) business; c) HUBZone small business; d) small disadvantaged business; e) woman-owned small business; f) veteran-owned small business; g) service-disabled veteran-owned small business, or h) large business. 3.) A brief capabilities statement (not to exceed 6 one-sided pages, 8 x 11", 12-point font) that includes: • Company overview and the services provided • Relevant company experience related to the summary of expertise described above • Summary of customers and where relevant services have been provided Any capability statements exceeding the page limitation described above will not be reviewed. 4) Whether your company has a current contract vehicle (e.g., GSA schedule, GWAC) that may be used to obtain the goods and/or services you describe in your response to Item 3 above. NO OTHER INFORMATION SHALL BE PROVIDED OR WILL BE REVIEWED. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT/MARKET RESEARCH, ANY POTENTIAL REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and a single or multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. All firms responding to this notice are advised that their response is not an offer and will not be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. Please note that any subsequent solicitation will not reference this SSA. Submission Instructions: Interested parties who have the expertise specified in this SSA and possess the experience to perform the services listed above are invited to submit a response to this SSA no later than 10:00 am (ET) on Monday, March 28, 2016.
