Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services will be soliciting proposals for The Continuation of the Medicare Patient Safety Monitoring System (MPSMS) data analysis support. The Medicare Patient Safety Monitoring System (MPSMS) has been operated by AHRQ since 2002, with data analysis provided by a contractor specializing in this work. Data from MPSMS has been used to calculate the U.S. national rate of hospital-acquired conditions (HACs) for the Department of Human Services' (HHS) Partnership for Patients program, and to provide findings on patient safety that have been published in peer-reviewed publications. This requirement will be a continuation of this work. In particular, the Government will provide the contractor with raw data abstracted at CMS Clinical Data Abstraction Center (CDAC) using the MPSMS for further data analysis. The contractor will detect specific adverse events, as identified from medical records acquired through the CMS Inpatient Quality Review (IQR) program or related initiatives. The Contractor will determine the injury rate for each of the 21 MPSMS-specified events or conditions, and report on the findings based on calendar year (CY) 2015 and 2016 inpatient charts. Analysis will be performed to allow understanding of national patient safety trends occurring in the MPSMS data from CY 2009 to 2016, and the contractor will participate in the co-authoring and publication of research findings. This requirement will be competed on FedBizOpps under full and open competition, with mandatory criteria, as follows: 1) Offerors must be a CMS Quality Innovation Network-Quality Improvement Organization (QIN-QIO) or a Beneficiary and Family Centered Care Quality Improvement Organization (BFCC-QIO) prime contractor, or an approved subcontractor of a QIN-QIO or BFCC-QIO prime contractor; and 2) Offerors must demonstrate that the offeror has current access to the CMS Health Care Quality Information Systems (HCQIS), including access to the QIO/NCC workbench and QualityNet Secure File Exchange. CMS will verify that all offerors who submit proposals are legitimate QIN-QIOs, BFCC-QIOs, or qualifying subcontractors that have the requisite HCQIS access. AHRQ anticipates awarding one contract under this solicitation for a base period of six (6) months, and two (2) option periods [one for twelve (12) months, and a subsequent one for eight (8) months]. The solicitation and any documents relating to this requirement will only be available by downloading from the Internet through www.fedbizopps.gov. Interested offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. It is anticipated that the solicitation will be available for downloading on or about 15 days after publication of this synopsis.
