Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCAD) intends to solicit, negotiate, and award a Firm Fixed Price contract to SERCO Services Incorporated (SERCO) 1818 Liberty Street Suite 1000, Reston, VA the continuation of technical support services for implementation and sustainment of the Naval Air Systems Command (NAVAIR) Depot Maintenance System (NDMS) Time and Attendance (TAA) System. The period of performance on this procurement will be a twelve (12) month base period and a twelve (12) month option period. The Place of performance shall be performed primarily at the Government's facility, Cecil Commerce Center Hanger 1845, 6003 Flightline Road, Jacksonville, FL 32221. In addition, work may be performed at the Fleet Readiness Center Southeast (FRCSE) Jacksonville FL, and at other Government facilities (FRCs in Cherry Point, NC and North Island, CA). NAWCAD has identified the effort to extend the current technical support services until a competitive contract is awarded in order to avoid a break in service from the current contract. This sole source award is to prevent a gap in services that will occur as a result in a slip of schedule in awarding the follow-on action. A gap in service would have a severe impact on the MRO 8.3 upgrade effort. The removal of contractor support would severely impact the NMCI TAA 5.2 Client version deployment for STIG changes, TAA STIG MF Cobol release, MRO 8.3 release, and TAA CONOPS integration release. Serco is currently the only contractor providing the services therefore is the only responsible source capable of meeting the contract requirements and avoiding the risk of a break in service until the competitive action can be awarded. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
