Description
The purpose of this Sources Sought Notice is to search for small business concerns capable provides maintenance and support for the existing water deionized (DI) water generation system serving the hospital's sterile processing service (SPS) department. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows: ============================================================================ Base plus Four Option Years, Firm Fixed Price Contract ============================================================================ Department of Veterans Affairs Medical Center, Erie PA Statement of Work Installation and Replacement Service of DI water tanks 1)JUSTIFICATION: a)The Erie Veterans Affairs Medical Center (EVAMC), Facilities Management Services (FMS) 138 provides maintenance and support for the existing water deionized (DI) water generation system serving the hospital's sterile processing service (SPS) department. The current system uses carbon, cation and anion tanks to generate DI water. The system also uses an automatic "bank changer" in-place that switches between an A and B tank when one tank requires regeneration. One bank remains operational while the other bank is in stand-by for potential replacement with a new, regenerated tank. b)The DI water system is central to SPS operation and critical to safe hospital operation. The timely maintenance and replacement of the DI water tanks in the DI water generating system is critical to the SPS operation. c)The following Salient Features shall be met. 2)GENERAL REQUIREMENTS a)The services to be provided by the Contractor under this agreement shall consist of furnishing all parts, labor and transportation to provide preventative maintenance, tank replacement and repair services for the de-ionized (DI) water systems for the EVAMC: Erie Veterans Medical Center 135 East 38th Street Erie, Pennsylvania 16504 b)Contract of service is for the provision of deionized water service in accordance with the requirements set forth for the contract period identified in this document. Equipment rental of all necessary equipment, repairs parts, and labor/service call charges are included in the contract. c)The equipment rental charges shall be billed in accord with VA contracting requirements. Each service call, the contractor will generate a service ticket. The service ticket shall be the invoice for the services rendered during the service call. The service ticket shall reflect a list containing each part used and pricing. The list of repair parts and labor will generally include fees for preventive/periodic replacement of the filters (5 and 0.2 micron), a UV-C llamp in the sterilization system, regeneration of the cation tank, anion tank and mixed bed tanks as well as re-bedding of the activated charcoal tank as required based on water usage, and also bleaching of the deionization system when and if the microbial count warrants such action. The contractor will perform the necessary repairs then direct the service ticket with the work listed to the VA. d)At no time during servicing will the SPS be without deionized water service during the maintenance process. e)It is the sole responsibility of the Contractor to perform all PM inspections. The VA will not assume the responsibility of reminding the Contractor that a PM inspection is due to be performed. PM inspections will be performed on a weekday at a time set up after the contract is awarded. The equipment user, Contracting Officer's Representative (COR) and the Contractor must all agree to the recurring time set for PM inspections. Note: To ensure proper equipment history documentation, the Contractor will forward the PM schedule and procedures to FMS once it has been set. f)The preventative maintenance, maintenance and replacement services include as follows: i)Yearly rental on tanks ii)Yearly UV light replacement- UV light maintenance which further purifies the product water. iii)Reload/recharge of carbon tank -yearly or as needed. iv)Regeneration of cation, anion, and mixed bed tanks -as required whenever the system shows a deficiency in one or more of the afore mentioned tanks dependent upon purified water usage. v)Labor/Service of the DI water system. vi)Filter replacement yearly or as needed based on pressure drop and. vii)Sanitization/flushing of the total DI system- annually (at minimum) or whenever increased microbial counts warrant this action. viii)Preventivie maintenance inspections g)Tank Maintenance: The contractor shall exchange DI tanks and provide maintenance on the DI generation system including: exchange the carbon tank annually (at minimum), replace the 0.2 micron filter semi-annually, replace the UV bulb annually, system meter calibration and provide annual DI loop sanitization services using Ozone reagent (0-1.5PPM). Loop sanitation services shall be priced as a separate line item. h)Emergency service must have a response time of no more than eight hours from the time of contact. This response time is required to ensure the best possible medical service to the VA Medical Center's patients. This eight hour response time will be 7 days a week, 24 hours a day. i)The contractor shall provide DI tanks to replace the current system and set the current DI 1.2 - 1.5 cubic feet tanks to the side for removal by the VA. The new DI tanks shall be 3.6 cubic feet in volume. Contractor staff shall physically perform the exchanges. j)The sterilization of the SPS DI equipment will be sterilized annually at a minimum and on an as needed basis when a reading of more than 10 colonies of bacteria per milliliter is present at any given site. Sterilization of the complete DI generation system will consist of all lines, tanks and filters accompanying this system. It will be the contractor's responsibility to replace all filters, carbons and any other supplies necessary for the operation of the deionized system at no extra charge to the VA Medical Center. These filters and supplies must meet the manufacturer's specifications in order to ensure water quality and protection of all equipment throughout the system. k)The Contractor will provide all repairs on the equipment at no additional cost to the VA. The cost of repairs is to be included in the services proposed amount. Inadequate or improper repairs performed by the Contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA. l)All methods of cleaning and maintenance of equipment must meet manufacturer's standards to ensure no damage to either quality or equipment through the use of chemicals or materials harmful to components within the system. m)The contractor will provide labor and material for maintenance and repairs to the Deionization water purification system at the Erie, VAMC. Services will be scheduled and coordinated with Erie VAMC personnel. The Contractor will provide all repairs on the equipment at no additional cost to the VA. The cost of repairs is to be included in the services proposed amount. Inadequate or improper repairs performed by the Contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA. n)The contractor shall be responsible for ordering all necessary parts as listed in this document for a DI water system tanks and attachment accoutrements complying to the technical features described herein. o)The contractor shall furnish and install DI processing tanks meeting or exceeding the requirements of this document. The contractor is responsible to completely start-up, set-up and configure the tanks into the existing DI system while maintaining operation of the DI water generation system. p)The contractor shall provide initial system installation and setup of tanks and parts/fittings. The contractor shall remove and dispose of the old DI tanks designated by the VA. q)Preventative maintenance inspections and documentation of inspection provided to the VA shall be performed in a manner which clearly demonstrates that the equipment meets or exceeds all manufacturers' technical specifications. r)All installation and service shall be performed by factory trained and certified representatives. The contractor shall provide all labor, parts and supplies including any consumable supplies. s)The contractor shall provide startup training to VA staff in the operation and use of the installed unit as part of the installation service. t)The service shall also include associated service repairs to the tanks and fittings as required to insure optimum performance and meet factory and SPS specifications. u)Preventative maintenance service shall include at minimum: cleaning, calibration, and all other manufacturer prescribed maintenance actions. v)Repair, as defined in this document, is all contractor actions needed to effect the continued, full function operation of the DI tank system in accordance with manufacturers' specifications. This includes diagnostics, providing and installing replacement parts, clearing persistent or severe paper jams and correcting any error messages indicating a defect in the machine's operation. Standard response is eight (8) business hours, High priority response is four (4) business hours for devices identified in advance by the COR. w)The Contractor shall furnish and replace parts to meet uptime requirements. The Contractor has ready access to unique and/or high mortality replacement parts. All parts supplied shall be compatible with existing equipment. The contract shall include all parts with no exceptions. The Contractor shall use new parts only. x)Preventative maintenance service shall include at minimum: cleaning, calibration, and all other manufacturer prescribed maintenance actions. y)Repair, as defined in this document, is all contractor actions needed to effect the continued, full function operation of the DI tank system in accordance with manufacturers' specifications. This includes diagnostics, providing and installing replacement parts, clearing persistent or severe paper jams and correcting any error messages indicating a defect in the machine's operation. The Contractor shall use new parts only. 3)PERFORMANCE PERIOD: a)Service is to be performed during normal hospital business hours Mon-Fri 8:00 a.m. to 4:30 p.m. EST. The contractor shall respond to service calls from VA designated point of contact (POC) with qualified technicians within 48 hours (within 8:00 a.m. to 4:30 p.m. EST Monday through Friday). i)The contractor shall exchange DI tanks within 5 business days of being notified by the VA. "notification" is hereby defined as the time a call is placed with the Contractor. ii)Tanks will be returned within 10 working days after pickup. b)All response times listed include travel time. c)At a minimum, the contractor shall exchange the DI tanks every six months or as DI tank exchanges are required to maintain continuous DI system operation. Actual usage will vary based on actual volumetric water usage by the hospital. d)Vendor must be on-call twenty-four hours a day three-hundred sixty-five days/year. If the VA has an emergency they must respond within 6 hours. e)Base year contract with renewable 4 option years. f)The maintenance and repair service shall be for a single base year with four additional renewable option years. g)The maintenance contractor service shall include a preventative maintenance visit at twice per year or per equipment manufacturer's recommendations, whichever is greater. 4)TECHNICAL SPECIFICATIONS: a)The contractor tank replacement service shall furnish the Erie VA with regenerated DI tanks meeting the following requirements: i)Bottle generation types: SDI Mixbed 3.6CF f STD POT, SDI REACT Carbon 3.6CF FBGLS STD PO, SDI Anion1 3.6CF FBGLS STD POT, SDI Cation 3.6CF FBGLS STD POT. Bottles will be picked up within 5 working days of notification and returned within 10 working days after pickup. ii)Labor and material to replace the UV bulb annually iii)Labor and material to calibrate resistivity meter annually iv)Labor and material to replace the 0.2 micron filter semi-annually v)Labor and material to provide bacteria testing results annually vi)Labor and material to provide sanitization of the water-loop ozonation to kill bacteria annually (or other VA approved method) vii)Tanks must be regenerated in a ISO 9001 certified facility viii)DI tanks are to be 3.6 CF in size and vendor will physically exchange the tanks. One bank will be operational while the other bank is in stand-by. ix)At a minimum, exchange the carbon tank and the 0.2 micron filter every six months. ============================================================================ Base plus Four Option Years, Firm Fixed Price Contract ============================================================================ Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 22 March 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them in their 3 page capability statement. Questions regarding this Sources Sought Notice will not be answered.
