- ---Change 2--- The purpose of this Change (Change 2) is to provide industry with DRAFT versions of documents associated with a future SANR Request for Proposals (RFP). These documents include a Compliance and Verification Matrix (CVM) and Source Selection Test Requirements (Appendix T to Sections L&M). These documents are available by request; please submit requests via email to Michael Gomes at michael.m.gomes.civ@mail.mil. In the request email, vendors shall provide responses to the following questions (1) What is your company's intended use of the SANR PRD? and (2) How does your company intend to compete on a future SANR procurement (i.e. Prime Contractor or Subcontractor)? Only interested sources that intend to compete as a Prime Contractor or a subcontractor on a future procurement for SANR may submit requests. Additionally, these documents will be placed on the Joint Tactical Networks (JTN) Information Repository (IR) SANR folder. Access to the SANR folder is managed by the JTN office. Each vendor/subcontractor must complete the application process in the JTN IR Registration website at https://ir-registration.sd.spawar.navy.mil and obtain approval to access the folder. These documents are FOR OFFICIAL USE ONLY and shall not be further distributed without express written permission from the Contracting Officer, Matthew Connolly at matthew.j.connolly1.civ@mail.mil The Government requests interested sources provide responses to the following questions related to Appendix T by 25 March 2016 at 4:00 PM EDT. When providing responses, vendors should assume a SANR RFP release in 1QFY17. 1. At 45 days after release of the SANR RFP, will your candidate SANR be capable of meeting all Threshold Test requirements reflected in Table T-1 of Appendix T? a. If so, how the requirement has been verified (i.e. analysis, demonstration, or test)? b. If not, explain for those which are not achievable at RFP deliverable. 2. At 45 days after release of the SANR RFP, will your candidate SANR be capable of meeting any of the Objective Test Requirements reflected in Table T-2 of Appendix T? If yes, which ones? 3. Is the "Criteria for SST Requirement to be Met" specified in Tables T-1 and T-2 of Appendix T considered reasonable and achievable? If not, explain. The SANR DRAFT RFP is still scheduled for release no later than April 2016. All information provided within this announcement is subject to change.
