- This is a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201 (e). The US Army Cargo Helicopters (CH) Project Management Office (PMO) is requesting information regarding the availability and determine feasibility of attracting potentially new service providers to meet our Contractors Field Service Representatives (CFSRs) needs for a potential system. The CFSR are to provide specialized, technical, and maintenance expertise to support the Chinook CH-47 Cargo Helicopter. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the Cargo Helicopters PMO, Program Executive Office, Aviation (PEO Aviation). SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUB-Zone small business; service-disabled veteran owned, veteran-owned small businesses; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. GENERAL PURPOSE The US Army Cargo Helicopters Project Management Office (PMO) is seeking potential solutions for CH-47 Cargo Helicopter CFSRs. The contractor shall provide CFSRs to perform Contract Field Service on CH-47 Aircraft Weapon's Platform and CFSRs to perform Contract Field Service on CH-47 Common Avionics Architecture System (CAAS). The CFSR shall support Deployed and Non Deployed requirements. The CFSR shall participate in the Maintenance Test Flight activities of the CH-47 aircraft. The CFSR shall provide advice and guidance to other CH-47 field maintainers in order to reach and sustain maximum operational readiness for the maintenance of equipment, components manufactured by the contractor, and supplies to the Government. •1. The CFSR shall furnish the following in support: •2. The CFSR shall assist with aircraft that require special repair expertise when they sustain battle damage. The CFSR shall provide factory level expertise and technical data not available in the Army. The contractor shall also provide CFSR support for the CAAS Cockpit. The CAAS CFSR shall also possess special test equipment that allows for the upload of required CAAS software upon receipt of replacement components and for the download/capture of diagnostic information above the Aviation Unit Level Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM) levels. The CFSR shall provide advice and guidance to CH-47 Field (AVUM/AVIM) and Sustainment (DEPOT/OEM) maintainers in order to attain and sustain maximum operational readiness for the maintenance of equipment and components manufactured by the contractor and supplied to the Government. •3. The CFSR shall participate in the Maintenance Test Flight activity of CH-47D/F a ircraft. All CFSRs shall provide informal training/instruction. The CFSR shall provide needed support, parts stockage recommendations to the contractor Supply Point, and verification of CH-47 peculiar failed components. The purpose of this Request for Information (RFI) is to gather information that will assist the PMO in evaluating vendor capability of meeting its potential need. Acquisition Approach: The US Army Cargo Helicopters PMO has not determined the acquisition approach. This RFI will allow the PMO to make an informed decision about how to proceed. RFI REQUIREMENTS Description of Information Requesteds: The Cargo Helicopters PMO is requesting information from vendors regarding industry practice and vendor capabilities for CFSR. To support the CH-47F complete lifecycle. •1. Provide company information including: •a. Company name and address •b. Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, educational, certification, and professional requirements and how often this information is obtained or updated.
