Description
The U.S. Army Contracting Command - Redstone (ACC-RSA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for providing Blue Force Tracker 2 (BFT2) Kits, Part Number (P/N) 70070-95180-011 for use on UH-60M aircraft. The result of this market research will contribute to determination of an appropriate acquisition strategy for the Government. The applicable North American Industry Classification System code assigned to this procurement is 336413. This Sources Sought Notice is used for information and planning purposes only and does not constitute a solicitation. The above solicitation number, for the purpose of this notice, is for reference only. It is not an Invitation to Bid or a Request for Proposal. No contract will be awarded as a result of this notice. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. All costs associated with responding to this Sources Sought Notice will be solely at the responding party's expense. Not responding to this notice does not preclude participation in any future request for proposal, if any is issued. All information received in response to this Sources Sought Notice that is marked "proprietary" will be handled accordingly and will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this Sources Sought Notice. The purpose of this Sources Sought notice is to identify potential sources capable of manufacturing and delivering BFT2 Kits, PN 70070-95180-011. The Government anticipates awarding a new Firm Fixed Price contract. This Sources Sought is applicable to the following Utility Helicopter Program Office (UHPO) Mission Design Series: UH-60M Army, Department of Defense agencies, and Other Government Agencies. The Government does not own the complete BFT2 Kit Technical Data Package (TDP) that could be used for manufacturing purposes. The vendor must be capable of providing the BFT2 Kit in the approved configuration which is PN 70070-95180-011, beginning in January 2017. The vendor must be capable of complying with the Cybersecurity requirements set forth in in DFARS 252.204-7008, 262.204-7009, 252.204-7012, have a Cybersecurity program that follows the NIST Framework for Improving Critical Infrastructure Cybersecurity document at a minimum, and subsequent compliance assessments performed by the Government. Sources Sought Requirements - Description of Information Requested •1. Provide company information including: •a. Company name and address. •b. Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.). •c. Point(s) of contact including name, phone number, address, and email and length of time in business. •d. Geographic presence. •2. Describe your organization's experience with similar efforts. 3. Provide evidence how the offerors would provide the BFT2 Kits, PN 70070-95180-011 as outlined in this Sources Sought Notice: a. TDP availability b. Inherent system performance and suitability c. Facilities and personnel resources •4. Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, education, certification, and professional requirements and how often this information is obtained or updated. •5. Describe how your organization's Cybersecurity policy and practices align with the provided references. •6. Provide recommendations on benchmark skills or criteria used to evaluate quality s ources. •7. Identify conditions or issues requested in the Sources Sought that cannot be met or may interfere with the intention of this project. 8. Provide any other pertinent information that will assist us in this assessment. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the UH PO, Program Executive Office, Aviation. I nc l ude whether or not you are a small bus i nes s ; HUB-Zone Small Business; Service-Disabled Veteran Owne d, Veteran-Owned Small Businesses; Women-Owned Small Business; or Small Disadvantaged Business i n order to assist the Government i n determining the appropriate acquisition method, i ncluding whether a set-aside is possible. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed acquisition are invited to submit a response to this Sources Sought Notice by 15 days from date of issuance. All responses under this Sources Sought Notice must be emailed to the Contracting Officer kim.r.green.civ@mail.mil and copy the Contract Specialist at thaddeus.l.martin.civ@mail.mil. Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to this Sources Sought must be unclassified.
