Description
Introduction and Purpose This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis. The purpose of this Market Survey/Request for Information (RFI) is to: Solicit capabilities from interested and capable vendors. Discover novel or innovative solutions The FAA has a requirement to provide Workplace Medical Emergency Response (WMER) program support. This support is for the FAA policy requirements of First Aid / Cardiopulmonary Resuscitation (CPR) / Automated External Defibrillator (AED) including the FAA Public Access Defibrillation (PAD) Program), and Blood borne Pathogens (BBP). This support includes, but is not limited to regulatory required Medical oversight, Program Management, training and equipment support Nationwide at Federal Aviation Administration (FAA) facilities. The FAA training needs include Cardiopulmonary Resuscitation CPR)/ Automated External Defibrillators (AED), First Aid (FA) and Blood borne Pathogens (BBP) classes. The FAA Equipment support requirements are for: AED units and preventive maintenance; BBP supplies; and First Aid supplies. The work requires that a contractor be capable of providing quality technical, analytical, and administrative support for the national implementation of the FAA WMER Program, including all personnel, supplies, equipment, materials, data, training, and services necessary to accomplish the program implementation. The regulatory requirements are: The Department of Health and Human Services (HHS) and the General Services Administration GSA) śGuidelines for Public Access Defibrillation Programs in Federal Facilities ť (Federal Register / Vol. 74, No. 156 / Friday, August 14, 2009 / Notices); Regulations by the Food and Drug Administration (FDA) concerning Class III medical devices; and applicable Federal, State and Local regulatory agency requirements as well as FAA's standards and practices concerning AEDs, First Aid (FA) and Blood borne Pathogen (BBP) Programs. FAA ™s primary goal for its WMER Program is the delivery of a highly functioning program that utilizes industry offered solutions for the following requirements: 1.Nationwide Medical oversight and FAA Program Management Office support. 2.AEDs and ancillary equipment, implementation, training, maintenance, tracking, etc. 3.Integration of preventive maintenance, training records and data tracking into new and/or existing FAA systems 4.First Aid, AED/CPR and BBP training for FAA facilities across the nation. 5.Expansion as funding becomes available Information submitted in response to this Market Survey/RFI will be used by the FAA for informational, market research, and planning purposes only. Not responding to this RFI does not preclude participation in any future RFI(s) and/or Screening Information Requests (SIRs) related to the WMER program, if any are issued. This announcement provides the opportunity for industry to participate in an FAA Market Survey for the WMER program. The purpose of this Market Survey is to: 1.Re-establish communication with industry to update information obtained from a prior market research outreach conducted in February, 2014 (reference market survey number 19818) concerning commercially available products, services and solutions; as well as solicit information from additional vendors; 2.Provide additional information about the FAA ™s WMER Program and PAD functionality requirement to industry and request information from interested companies about capabilities, performance, and technical requirements; 3.Seek and identify industry interest in the program and understand existing capabilities of the market, including potential capabilities demonstrations; 4.Collect industry information to further shape and define WMER requirements in support of a successful Final Investment Decision (FID) and subsequent procurement; and 5.Obtain industry response to specific market survey questions see Attachment 3). The FAA wishes to thank those interested parties submitting comments to the previous market survey. All comments received were reviewed and considered. Submittal Requirements for Market Survey: Interested parties having the expertise and capabilities must submit the documentation shown in items a) through f) below. Responses must be submitted via electronic mail (e-mail) to the Contract Specialist, at ella.baker@faa.gov and cc: Contracting Officer, Vera Irvin at vera.irvin@faa.gov no later than 2:00PM EST on Monday April 18, 2016. Files must be compatible with either Microsoft Word format or Adobe Acrobat PDF. If chosen to submit via Adobe Acrobat PDF format, please ensure the document retains the ability to copy and paste into a MS Word Document (i.e. do not submit picture files). Any proprietary information submitted must be properly labeled and identified. The electronic submission must include an email that includes the following: a)Name of vendor submitting the email and the firm ™s mailing address; b)A point of contact (POC), telephone number, and email address of the person to be contacted regarding any correspondence between the FAA and the vendor. The POC must be capable of addressing questions or issues associated with the submission and content of the market survey response; c)Total number of electronic files being submitted, if more than one electronic file is being attached; d)Electronic files larger than 10 MB must be broken down into multiple files with no one exceeding 10MB. Each electronic file must be numbered (e.g. File 1 of 4, File 2 of 4, etc.) e)Completed Attachment 2: Business Declaration Form; and f)Completed Attachment 3: Market Survey Questionnaire. A.Disclaimers a)This is not a Screening Information Request (SIR) or Request for Offer (RFO) of any kind; b)The FAA is not seeking or accepting unsolicited proposals; c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; therefore any costs associated with the market survey submittal are solely at the interested vendor ™s expense d)The attached documents are in draft form but continue to provide substantial representation of the FAA requirements. e)Any proprietary information submitted must be adequately marked as proprietary and will be protected accordingly. Current Program Status The program includes approximately 1,400 AEDs at about 300 locations nationwide. It supplies AED preventive maintenance and replacement parts and FA/CPR/AED training for over 5,000 people annually, as well as medical direction, as required by the HHS/GSA Guidelines. The program has equipped FAA employees as first responders, providing CPR and applying an AED before EMS arrived in every case of sudden cardiac arrest at covered facilities over the past five years. The FAA is also interested in economies of scale and other efficient techniques, supporting the use of internal FAA databases and systems, which can provide that quality and performance as cost-effectively as possible. Technical Capability: The Industry is requested to provide written responses that reflect capabilities, solutions and offerings to fulfill anticipated future WMER programmatic requirements. Please use the questionnaire in Attachment 3: Market Survey Questionnaire. Correspondence The FAA welcomes any general comments regarding the content of the Market Survey/RFI.
