- The U.S. Department of Health and Human Services/Program Support Center intends to award a sole source to Lyceum Business Services LLC as an extension for up to nine months to the current contract (HHSP23320110005TC), on behalf of the Department of Health and Human Services/ Office of the Assistant Secretary for Health/Office of the Surgeon General/Division of Systems Integration. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies of services will satisfy agency requirements. This extension of the current contract is to continue to provide payroll services to the officers of the Commissioned Corps of the U.S. Public Health Service (the Corps). Our objective is to ensure that this population continues to be paid in a timely and correct fashion while the Corps works to migrate its payroll functions to a federal provider. Migration to the federal provider was proposed for the beginning of 2016 and is currently delayed. This notice of intent is not a request for competitive quotes or proposals. However, interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any response should be emailed to cristy.scott@psc.hhs.gov by 5:00 PM, March 31, 2016. If no affirmative responses are received, the Contracting Officer will proceed with issuance of the extension to Lyceum Business Services LLC.
