- Corrected version of Revised SOW dated March 15, 2016. The purpose for this amendment No. 4 is to replace the SOW posted on March 15, 2016 with the corrected version. ______________________________________________________________________ The purpose for this Amendment No. 3 posted on March 15, 2016 is to change the method of solicitation from Sealed Bidding to 2-Step Sealed Bidding as shown in the attached SF30 block 14; revised Statement of Work (SOW) dated March 15, 2015 and the attached 2 Step Sealed Bidding instructions. A site visit is scheduled and the time and date is noted in the solicitation. ______________________________________________________________________ The purpose for this amendment is to postpone the site visit scheduled for today, February 17, 2016, until further notice. Wage Determinations Note: Specific Bid Sample and Descriptive Literature requirements will be uploaded at a later date and the solicitation due dates will be adjusted, accordingly. _______________________________________________________________________ This is a pre-solicitation announcement for the Department of Transportation/Maritime Administration. The United States Merchant Marine Academy (USMMA) is seeking a qualified contractor, experienced in historical restoration, to provide labor, material, tools, and equipment to replace the roof on the American Merchant Marine Museum (AMMM), which is located at 300 Steamboat Road, Great Neck, New York on the USMMA campus. Both the USMMA and the AMMM are listed on the National Register of Historic Places; USMMA as a National Historic District with the AMMM listed separately. http://www.marad.dot.gov/wp-content/uploads/pdf/Barstow_House_NR_Nomination.pdf. Invitation for Bid will be issued on this Federal Business Opportunities website on or about February 5, 2016 for this construction project. This announcement is a total set-aside for Small Businesses. The USDOT/MARAD is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish the work as provided in the Contract documents, Plans, and Specifications, summary of which will be provided with the Invitation for Bid. The Project objective is to replace the existing AMMM roof to avoid an adverse effect. The standards may allow several replacement methods that meet that objective. A contractor, with extensive experience in working on historical structures, will survey the roof; determine the scope of the needed work; and provide methods and material options for the USMMA and MARAD to approve and consider. The AMMM's current roof consists of terra-cotta barrel tiles. The material is at the end of its useful life and requires replacement, with repair work being needed on the structure just below the tiles. The existing terra-cotta tiles will be replaced with similar, sound, terra-cotta barrel tiles or new synthetic tiles so that the entire roof resembles the original roof. The roof is approximately 4,800 square feet. All work shall be completed 197 calendar days after receipt of the Notice to Proceed. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2) with 30 hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10 hour OSHA certified Construction Safety course. This construction project is set-aside for Total Small Business (Total SB) firms. The North American Industry Classification Code (NAICS) for this procurement is 238160, Roofing Contractors and size standard $15.0 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $25,000 and $100,000. The government intends to award a Firm Fixed Price Contract in April 2016. This notice is for informational purposes only and is not a request for submission of bids. No other information regarding scope, dates, etc. is available until issuance of the solicitation on http://www.fbo.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the MARAD will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov ) on or about February 5, 2016, with a due date to be specified in the Solicitation.
