Description
The subject requirement is for the acquisition of one NSN that is a code and P/N with one identified source: Kollsman, Inc. (89944). This proposed procurement includes an item within the Federal Supply Class of 6650. The requirement will result in an award of a Basic Order of Supplies for a grand total of 61 units. CLIN 0001 is for 61 EA with delivery to San Joaquin, CA (W62G2T). The procurement will be solicited in accordance with FAR Part 15. The solicitation will be available in FedBizOpps on or about April 1, 2016 with an anticipated award of June 21, 2016. The solicitation will be available at http://dibbs.dscc.dla.mil/rfp. An alternate source must submit data and be approved by cognizant Government engineering activity. The FOB delivery for this acquisition will be on a First Destination Transportation basis. This solicitation will be issued as other than full and open competition, unrestricted procurement. Telescope Subassembly NSN 6650-01-549-2443 Kollsman, Inc. (89944) P/N 48054000-1 FOB First Destination Transportation Total Contract Purchase 61 Units Unit of Issue: Each Delivery: 180 Days ADO for the 61 Units All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. The following quantity ranges will also be included: 55-60 EA 61-65 EA 66-70 EA 71-75 EA 76-80 EA 81-90 EA 91-100 EA 101-110 EA Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice There are no technical drawings/bid sets available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer.
