- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price contract, on a sole source basis, with Coherent Inc. of Santa Clara, CA for preventive maintenance, system enhancements, telephone support, annual maintenance and emergency repairs for NIST's Coherent instruments. The statutory authority for this sole source acquisition is 41 USC 3304(a)(1). The Material Measurement Laboratory (MML) is one of two metrology laboratories within NIST. The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. MML's activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. MML's research and measurement services support areas of national importance, such as: • Advanced materials, from nanomaterials to structural steels to complex fluids • Electronics, from semiconductors to organic electronics • Energy, from characterization and performance of fossil and alternative fuels to next-generation renewable sources of energy • The environment, from the measurement of automotive exhaust emissions and other pollutants to assessment of climate change and the health and safety aspects of man-made nanomaterials • Food safety and nutrition, from contaminant monitoring to ensuring the accuracy of nutrition labels • Health care, from clinical diagnostics to tissue engineering and more efficient manufacturing of biologic drugs • Infrastructure, from assessing the country's aging bridges and pipelines to the quality of drinking water • Manufacturing, from lightweight alloys for fuel-efficient automobiles to biomanufacturing and data for chemical manufacturing • Safety, security and forensics, from gunshot and explosive residue detection, to ensuring the performance of body armor materials, to DNA-based human identity testing • Fundamental chemical measurements, from the realization of pH to elemental as well as isotopic analyses The Physics Measurement Laboratory (PML) serves as the Nation's Reference Laboratory for physical metrology research, standards, and data to develop and disseminate the national standards of length, mass, force and shock, acceleration, time and frequency, electricity, temperature, humidity, pressure and vacuum, liquid and gas flow, and electromagnetic, optical, microwave, acoustic, ultrasonic, and ionizing radiation. Its activities range from fundamental measurement research through provision of measurement services, standards, and data. The proposed acquisition is to obtain preventive maintenance, system enhancements, telephone support, annual maintenance and emergency repairs for NIST's Coherent instruments. Coherent Inc. is the only company capable of providing the required maintenance. Coherent Inc. does not authorize any outside parties to perform maintenance on its instruments. Any instrument that is maintained or operated by an outside party is no longer warranted by Coherent Inc. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on April 1, 2016. Inquiries will only be accepted via email to cory.worley@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
