- Description
- 1. The purpose of this Sources Sought Announcement is to obtain market research knowledge that will enable the buying command to make appropriate decisions and to gain knowledge of potential qualified sources interested and capable of performing the work. 2. The United States Special Operations Command (USSOCOM) is requesting information from companies currently developing Infra-Red (IR) Suppression systems for the AC-130W or modified to fit. The solution must significantly reduce the hot metal Band 4 signature and have minimal to no degradation to the aircraft engine's power and performance. The solution must also be removable and interchangeable between AC-130W aircraft. The solution must be able to be maintained in austere conditions by military/government maintainers. 3. Broad industry participation is desired but USSOCOM is keenly interested in designs that are currently in production or capable of rapidly entering into production. Delivery of a capability within nine months would be required and within less than six months is highly desirable. Further, companies must have access, and the ability to perform work in a facility and with personnel cleared at the Secret level, at minimum. 4. This notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by USSOCOM to issue a formal solicitation or ultimately award a contract. USSOCOM is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. 4. Sources having the capability to provide technologies addressing these requirements are invited to submit white papers (5 pages maximum). White papers need to include sufficient technical information for the Government to assess the submitted technology and any supporting product literature and/or other pertinent information, such as a description with performance parameters, and a statement of current availability, along with pricing considerations by 5:00 PM Eastern Standard Time on 4 April, 2016. Submissions shall include the following: 1) Announcement Number 2) Organization name 3) Cage Code 4) DUNS Number 5) Business Size Standard 6) Address 7) Point of Contact (POC) 8) POC Email Address 9) POC Telephone number 10) Web Site Address 11) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability. The total number of pages shall not exceed (5) five. 6. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
