Statement of Work Department of Veterans Affairs Veterans Health Administration Veterans Affairs Library Public Access Catalog (VALPAC) Subscription February 10, 2016 A.General Information 1.Introduction The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires continued web-based access to an existing database of VA Library Network's (VALNET) title holdings, called VALPAC, which was created for VA use. Access to the database will be provided via unique passcodes for each library that allow machine readable (MARC) record downloads. A universal passcode will also be provided without download capability for use by VA non-library staff, chiefly library patrons. 2.Objectives The desired goals of the nationwide provision of access to VALPAC are as follows: "Ability for VALNET library staff to search and discover monograph and audiovisual holdings in VA libraries. "Ability for VALNET library staff to download their unique holdings held in VALPAC in MARC format for inclusion in local online public access catalogs (OPACs). "Ability for VA non-library staff to access the VALPAC database for identification of holders of titles without the capability of downloading database records. "Provision of a nationwide, centralized purchase to capitalize on the economies of scale offered by vendors. "Negotiation of a one license/contract for all VALNET libraries to decrease the current contracting and reviewing efforts that are required at the facility and/or VISN level, avoiding the costs and workload associated with multiple procurements. ? 3.Scope of Work The contractor shall provide a web-based version of VALPAC by providing: "A unique passcode per library with MARC record download capability, providing access for a minimum of 10 concurrent users; "A single universal passcode without MARC record download capability for use by medical center staff, providing access for a minimum of 500 concurrent users at a time. 4.Performance Period: One (1) year from date of award, plus four (4), one (1) year options, to be exercised at the discretion of the Government. Base Year: 9/27/2016-9/26/2017. Option Year 1 of 4: 9/27/2017-9/26/2018. Option Year 2 of 4: 9/27/2018-9/26/2019. Option Year 3 of 4: 9/27/2019-9/26/2020. Option Year 4 of 4: 9/27/2020-9/26/2021. 5.Product Requirements The product shall include: "Multiple search field capability, offering at least 3 combination boxes: title, author, publisher, subject, OCLC control number, ISBN/ISSN numbers, unique library holdings codes, and any word. "Capability to limit search retrieval by year(s), edition and material type. "Minimum retrieval display of 25 records. "Full MARC record and patron view display of all title records. "Display of holders attached to title records as reported from the weekly VALNET cataloging activity from OCLC. 6. Information Quality Records and holding libraries shall be accurately reported from the weekly VALNET cataloging activity from OCLC. 7. Usability Hyper Text Transfer Protocol Secure (HTTPS) web communication for downloading of MARC records shall be required. 8. Currency VALPAC's database shall be updated weekly upon delivery of VALNET cataloging activity from OCLC. 9. Access, content, support "VALPAC shall be available 24/7 for searching at all number of VA facilities. "A single point of contact for customer service issues shall be assigned to VA. "Contractor shall respond to questions from the staff of VALNET or the Library Network Office (LNO) on the same business day. "Contractor shall be available to collaborate with the contractor responsible for the cataloging of VALNET material as needed.
