Description

The Office of the Comptroller of the Currency (OCC) intends to award a purchase order to Bloomberg Finance L.P., 731 Lexington Avenue, New York, NY 1002, as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for Data License Request Builder for a 12-month period. The OCC uses Data License Request Builder in conjunction with Bloomberg Terminals to view information necessary for financial analysis and reporting. Bloomberg is unique because it provides the tools and data on an all-inclusive, single platform which is proprietary to Bloomberg Finance L.P. In addition, the licenses are proprietary to Bloomberg Finance L.P. and Bloomberg does not utilize resellers. This is not a request for competitive proposals; however, all proposals received in writing within three days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
