Description
This posting is a Request for Information (RFI) only. This posting is not a solicitation announcement, Request for Quote (RFQ) or Request for Proposals (RFP). This RFI is to gather information and for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. This is a market research tool being utilized to determine the availability of sources for the preventive maintenance, repair and user training of the Integrated Commercial Intrusion Detection System IV (ICIDS-IV). Respondents will not be notified of the results of this posting. All information submitted in response to this RFI is voluntary and no reimbursement will be made by the U.S. Government for any costs associated with furnishing information in response to this RFI or any follow up requests for information. Not responding to this RFI does not preclude participation in any future RFQ or RFP, if any is issued. If a solicitation is issued in the future it will be synopsized on the Federal Business Opportunities website. It is the responsibility of potential respondents to monitor this site for additional information pertaining to this requirement. The 413th Contracting Support Brigade, Regional Contracting Office - Hawaii is requesting information on qualified firms capable of providing technical support for preventive maintenance, remedial and emergency repairs and user training of the Integrated Commercial Intrusion Detection System IV (ICIDS-IV) located in 274 Arms Rooms, SCIFs and MEVAs on the island of Oahu at Schofield Barracks, Wheeler Army Air Field, Helemano Military Reservation and on the island of Hawaii at Pohakuloa Training Area. The purpose of this notice is to gain knowledge of potential qualified sources, their size classification and socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), woman owned small business, small business or large business) in relation to North American Industry Classification System code 561621 - Security System Services (except Locksmiths). Potential sources must submit their capabilities in writing. No telephone inquiries will be accepted. Responses to this notice should include company name, a service capability statement, examples of relevant experience providing preventive maintenance, remedial & emergency repairs and user training of ICIDS-IV, DUNS Number, Point of contact, Company Address, and socioeconomic status. Responses must be submitted via email to Anna Yamauchi at anna.c.yamauchi.civ@mail.mil by March 25, 2016, 11:00 Hawaii time. Specifics: 3.1 The Contractor shall perform on site Electronic Security System (ESS) administration, semi-annual scheduled preventive maintenance, emergency and remedial repairs and training for the USAG-HI ICIDS-IV System. ESS administration of the ICIDS-IV monitoring stations, communication and network servers, preventive maintenance and 271 remote data collectors located servers semi-annual preventive maintenance checks and services, routine repairs, and user level operator training. Performance Standards a) STD: Perform on site ESS administration, scheduled preventive maintenance, emergency and remedial repairs, and training as scheduled 95% of the time AQL: Services shall be performed in accordance with the manufacturers' specifications and commercial practices. b) STD: Full function operational checks of all system components shall be performed upon completion of maintenance and repairs 100% of the time. AQL: All system components are fully functioning and operating within manufacturers specifications and commercial practices. c) STD: Services meet frequency requirements IAW manufacturers specifications 95% of the time. AQL: Services shall be performed in accordance with the manufacturers' recommendations and commercial practices. d) STD: On site User level Operators training shall be conducted quarterly 95% of the time. AQL: Provide User Level Operator training that qualifies personnel to perform User level tasks on the ICIDS-IV Monitoring Station independently. Deliverables A001 Service Support Plan A002 Preventive Maintenance Schedule A003 ICIDS-IV ESS Administration A004 Original Equipment Manufacturer Manuals, Data sheets and software. A005 ICIDS-IV Worksheets (PMIW) A006 Service Order (SO) Form A007 Monthly status report (MSR) 3.1.1 Perform Semiannual Preventive Maintenance (PM) of ICIDS-IV Alarmed Facilities (AF) Field Equipment located on Schofield Barracks, Helemano Military Reservation, and Wheeler Army Air Field per the Quarterly Maintenance Schedule. Perform Preventive Maintenance every 180 days per approved Quarterly Maintenance Schedule (QMS). Performance Standards a) STD: Field PM shall include the following: Visual inspection of all sensors, visible wire and control equipment to include confirmation of quantities and locations. Verify all "loop" data with ASN Central Monitoring Station (CMS). Ensure panel communication with all sensors. Verify annunciation of all sensors to the ASN CMS. Verify correct operation of panel tamper switch configured for 24-hour reporting. Clean all electrical contacts and tighten as necessary. Ensure the CIDS Panel Box is properly secured to the wall or structure. Walk test of sensors to verify proper operation. Battery status test, including simulated power failure to ensure proper operation (ensure the panel operates on battery backup and reports the degraded condition to the ASN CMS), batteries failing to perform under load will be replaced at that time or, on a minimum of biannually. Test documentation. 100% of the time. AQL: Field PM completed to standard 100% of the time. b) STD: Preventive maintenance (PM) shall be performed within 180 days of previous service 95% of the time for each site. AQL: PM performed within 180 days of previous maintenance service for each site. c) STD: Full function operational checks of all system components shall be performed upon completion of maintenance and repairs 100% of the time. AQL: All system components are fully functioning and operating within manufacturers specifications and commercial practices. Deliverables A001 Service Support Plan A004 Original Equipment Manufacturer Manuals, Data sheets and software. A005 ICIDS-IV Worksheets (PMIW) A006 Service Order (SO) Form A007 Monthly status report (MSR) 3.1.2 The Contractor shall perform on site semi-annual PM of the ICIDS-IV Monitoring Stations, Communication Arrays, System Servers and their attached hardware and peripheral devices at the Military Police Stations located on Oahu and Hawaii. PM of the ASN system provided not less than annually. Performance Standards a) STD: Semi-annual ICIDS-IV system PM shall include the following: Install Firmware version updates as needed. Test and inspect all console cabling and connections. Test power supplies and adjust voltages as necessary. Conduct full system back up and verify backup copy. Run ICIDS-IV system diagnostic reports and evaluate results for corrective action. Clean computers, reseat all boards and chips. Clean data drives. Ensure system software is the latest release version for the current configuration and provide PMIW to COR 100% of the time. AQL: Conducted 100% of the time. Deliverables A001 Service Support Plan A004 Original Equipment Manufacturer Manuals, Data sheets and software. A007 Monthly status report (MSR) 3.1.3 Contractor shall request approval from the COR to purchase repair parts. All requests for repair parts purchases will be documented on the Service Order (SO) form. Performance Standards a) STD: Request for GFE will be made on the Service Order (SO) form and provided to the COR 100% of the time. AQL: Completed Service Order (SO) form. Deliverables A006 Service Order (SO) Form 3.1.4 The Contractor shall submit a copy of all Service Order(s) (SO) and PM Inspection Worksheets (PMIW) made and completed during the month with the MSR 100% of the time. All Service Orders (SO) and PM Inspection Worksheets (PMIW) made and completed during the month will be provided as attachments to the Monthly Status Report (MSR). Performance Standards a) STD: Service Order(s) (SO) and PM Inspection Worksheets prepared and completed during the current month shall be submitted with the MSR 100% of the time. AQL: All (SO) requested and PMIW completed during the current month submitted with MSR. Deliverables A005 ICIDS-IV Worksheets (PMIW) A006 Service Order (SO) Form A007 Monthly status report (MSR) 3.1.5 The Contractor shall maintain the ICIDS-IV database and issue personal identifiable codes (PIC) for authorized user access to remote area data collectors (RADC) on a daily basis. Performance Standards a) STD: Utilize the USARPAC Form 107-R-E, DA Form 7281-R, and the current security memorandum of understanding (MOU) provided by the COR to add or remove authorized users, issue PIC codes and maintain the ICIDS-IV user database 100% of the time. b) STD: Provide a current copy of the ICIDS-IV database with the MSR or as requested by the COR or Directorate of Emergency Services Physical Security Inspector personnel to facilitate an inspection or investigation 95% of the time. Deliverables A003 ICIDS-IV ESS Administration A007 Monthly status report (MSR) 3.1.6 The Contractor shall provide a Monthly Status Report (MSR) not later then the 10th day of the following month for COR review 100% of the time. A monthly status report. Performance Standards a) STD: Contractor shall provide the MSR not later then the 10th day following the reporting month to the COR 100% of the time. AQL: MSR provided to the COR by the 10th day of the month following the reporting month. Deliverables A002 Preventive Maintenance Schedule A006 Service Order (SO) Form A007 Monthly status report (MSR) 3.2 The Contractor shall perform on site emergency and remedial repairs of the ICIDS-IV System to ensure full system operational capability at the Military Police Desks and each remote site listed on Technical Exhibit (1), 100% of the time. Repair(s) made to the ICIDS equipment shall be made IAW Director Central Intelligence Directive (DCID) 6-9, Army Regulation (AR) 190-11, and manufacturers specifications and recommendations. Performance Standards a) STD: Respond within four (4) hours and initiate repair(s) within eight (8-one work day) hours on the island of Oahu and sixteen (16-two work days) for the island of Hawaii 95% of the time. b) STD: Conduct full function operational checks of all systems and components upon completion of emergency repairs 100% of the time. AQL: Full function, operation and fully compliant with the OEM specifications. c) STD: Prepare and provide the COR all assessments for approval to make repair on the Service Order (SO). A005 ICIDS-IV Worksheets (PMIW) A006 Service Order (SO) Form A007 Monthly status report (MSR) 3.2.1 The Contractor shall prepare an assessment of repair(s) on the Service Order (SO) form for COR review and approval prior to making emergency and remedial repairs 100% of the time.. Performance Standards a) STD: SO shall be approved by the COR prior to performing all repair(s) 95% of the time. Deliverables A006 Service Order (SO) Form 3.2.2 Conduct repair(s) upon COR approval verbally or in writing 100% of the time. Performance Standards a) STD: Begin repairs within 2 work days of COR approval. Deliverables A006 Service Order (SO) Form 3.2.3 The Contractor shall perform on site full system operational and full function testing upon successful repair (walk test) and document the test results on the PMI Worksheet 100% of the time. Performance Standards a) STD: All test made after repairs shall be documented on the Preventive Maintenance Inspection Worksheet (PMIW) and provided to the COR with the MSR. Deliverables A005 ICIDS-IV Worksheets (PMIW) 3.3 The Contractor shall provide on site semi-annual ICIDS-IV Operator training to Police Desk Personnel. Provide semi-annual on site Operator Training at Schofield Barracks and Pohakuloa Training Area Military Police Desks located on Oahu and Hawaii. Performance Standards a) STD: Provide semi-annual on site ICIDS Operator Training using manufacturers' manuals, guides, visual aids to qualify personnel in the safe operation of the system 95% of the time. AQL: Qualified ICIDS-IV Operators. Deliverables A004 Original Equipment Manufacturer Manuals, Data sheets and software. A007 Monthly status report (MSR) 3.4 The Contractor shall provide a 24 hour, 7 day a week Help Desk or Service Center telephonic-digital point of contact for emergency and routine service support and service order submission. A 24 hours a day, 7 day a week telephonic-digital point of contact for emergency, and routine support. Performance Standards a) STD: Respond, initiate, and document service support emergency and remedial repair(s) requests within four (4) hours of telephonic or digital Service Order notification by Police Desk personnel or the COR 100% of the time. AQL: Response within four (4) hours to service support telephonic-digital request(s). Deliverables A005 ICIDS-IV Worksheets (PMIW) A006 Service Order (SO) Form A007 Monthly status report (MSR) Contractor shall possess Secret security clearance Contractor shall possess DAQ Electronics ICIDS-IV certification
