- The 502d Contracting Squadron, Joint Base San Antonio (JBSA)-Randolph intends to award a sole source "bridge" contract for JBSA-Lackland Bus Services, under the authority of 10 U.S.C. §2304(c)(1), FAR 6.302-1, Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements. The award will be made to BryMak & Associates, Inc., 6850 John Rivers Road, Hopkinsville, KY 42240. This requirement is in direct support of the 37th Training Wing, the largest training mission in the Air Force. The contractor shall be responsible for providing all management/supervision, personnel, vehicles, tools, materials, supplies, equipment, labor, and fuel necessary to successfully support all directed JBSA-Lackland student transportation needs. The transportation requirement includes performing several shuttle runs (including weekends and holidays) by transporting passengers between JBSA-Lackland locations. In addition to exclusive service within JBSA-Lackland the Contractor will be required to provide both scheduled and unscheduled transportation throughout JBSA to include the Medina Annex, Camp Bullis, JBSA-Randolph and JBSA-Fort Sam Houston. Along with providing student transportation support between various JBSA locations, bus transportation will also be required to and from the San Antonio International Airport via daily scheduled shuttles and incidental unscheduled service for larger movements. This includes daily shuttle services throughout JBSA-Lackland and scheduled and unscheduled passenger transportation to support travel requirements up to 125 miles from JBSA-Lackland. The contractor must be fully capable of commencing and providing fully operational/complete bus services on 1 April 2016. The estimated passenger load per month is 224,316 utilizing contractor-owned buses with a carrying capacity ranging from 38 to 50 passengers, each. This action will result in a Firm-Fixed-Price contract with an eight month period of performance; one two-month base period (1April 2016 through 31 May 2016) with six one-month option periods. The NAICS code for this requirement is 485113 with a size standard of $15 million. This Notice of Intent to award a sole source "bridge" contract is not a request for competitive proposals. No solicitation will be posted or made available for competitive proposals. Phone calls will not be accepted.
