Description
The United States Army Medical Research Acquistion Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to Worldwide Corporate Housing, L.P., to provide temporary housing services at Pikes Peak, Colorado, for the US Army Research Institute of Environmental Medicine USARIEM. Worldwide Corporate Housing, L.P., is the only company that can provided the required services due to their location and accommodations: Required housing for approximately twenty staff and test volunteers in Colorado Springs, CO from 1 June 2016 to 31 August 2016 with easy access to Pikes Peak Highway for daily commuting. Individual hotel accommodations are not feasible - investigators must be teamed up with the test volunteers overnight to monitor oxygen levels and other vital signs. The facility must have five 2-bedroom apartments with each bedroom having two twin beds; this is to accommodate 20 research staff and test volunteers. All personnel must be housed in same complex to facilitate daily transport to Pikes Peak Laboratory. Housing must be located along I-25 and north of US 24 with fast access to Pikes Peak Highway so that daily traffic back-ups do not disrupt protocol scheduled testing due to commuting problems. Housing must be within walking distance of a grocery or convenience store should staff without vehicle access be required to pick up perishable supplies for test volunteers. Facility must have weekly housekeeping and be flexible on lease dates and able to accommodate housing for a three month period. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
