- Description
- Market survey capability assessment for national furniture procurement for systems and modular furniture. To support current and upcoming furniture requirements, the FAA has a need to establish a national furniture procurement program to support all office locations nation-wide. The primary focus will be, but not limited to, three (3) service centers; five (5) regional offices located in Des Moines, WA (near Seattle); Des Plains, IL; Kansas City, MO; and Jamaica, NY; and FAA Headquarters, Washington, DC. In addition, the FAA is supporting furniture requirements at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK; William J. Hughes Technical Center, Atlantic City, NJ; and any other FAA-occupied locations nation-wide. The contractor services capability will be especially critical for these areas. Furniture needs will include the need to procure systems and modular furniture. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors ™ expense. At this time the nature of the competition has not been determined. The FAA may decide to pursue a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially- and economically-disadvantaged businesses that are certified by the SBA for participation in the SBA ™s 8(a) program. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms capable of providing systems and modular furniture under the national furniture procurement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms. The principal North American Industry Classification System (NAICS) codes for this effort are 337214, Office furniture (except wood) manufacturing with a size standard of 500 employees; and 337127, Institutional furniture manufacturing, with a size standard of 500 employees. Interested firms are required to submit the attached Business Declaration form and a copy of their VETS CVE or SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement “ this document should identify: a. Type of services provided by your firm, b. Size and type of services provided by your firm under previous contracts (elaborate and provide detailed information and past performance), and c. Number of years in business 2. Describe how your company will provide services in multiple geographic areas. 3. Expected programmatic approach (in-house resources, teaming, subcontracting, etc.) “ Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service disabled veteran-owned small and 8(a) certified businesses. All interested parties will be included on a future list for the purpose of promoting subcontracting/teaming. All proprietary information will be treated as such. Therefore, respondents should identify any proprietary information included in responses. Attached is a draft statement of work. Respondents are encouraged to review the statement of work and provide comments. All responses to this market survey must be received by 2 PM on March 31, 2016. All submittals should be submitted to: Federal Aviation Administration ATTN: Don B. Terry, Contracting Officer 800 Independence Avenue, SW Washington, DC 20591 Don.Terry@faa.gov Attachments: 1.
