- NASA HQ has a requirement for a study on early stage research and technology development efforts accomplished by other organizations, such that NASA HQ may assess the similarities or differences and learn from the experiences of other organizations. The study will be focused on investigating and reporting various aspects of "early stage" research and technology development (R&T) efforts by other government agencies and relevant entities. The findings will be collected and analyzed for trends, variations, lessons, and etc. Once analyzed, the findings will be used to shape NASA's policies and practices associated with R&T. NASA HQ intends to award an order to the Institute for Defense Analysis (IDA) against its Indefinite Delivery Indefinite Quantity contract numbered NSF OIA0408601 for a six month period. IDA manages the Science and Technology Policy Institute (STPI) which is a Federally Funded Research and Development Center (FFRDC). STPI/IDA is uniquely qualified to do such work as it has access to privileged information and has no stake or vested interests in the information obtained as an FFRDC. The organization is inherently aligned for such work. This requirement will be pursued in accordance with FAR 6.302-3(a)(2)(ii), "to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center". The use of this authority is appropriate when it is necessary to establish or maintain an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science and technology. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing (via email) to the identified point of contact not later than 4:30 p.m. EST on April 1, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
