- Revision 1 to 16 MAR 2016 JMDL PV SS 1. Contract Information: The Government intends to procure reliable, renewable, locally-generated photovoltaic (PV) electrical energy from a contractor-constructed, owned, and operated solar-powered PV plant (also known as a Renewable Energy Generation System (REGS)). It is the Government's intent to facilitate renewable energy production by the purchase of energy that is produced by the REGS and not to acquire any generation assets. The Government does not intend to provide land for the REGS thus your company will be required to demonstrate the control and availability of the land for the term of the contract. Interested sources are encouraged to respond to the questions below in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine an appropriate course of action. The Government does not intend to rank submittals or provide a reply to interested firms. This is a Request for Information (RFI) only - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. 2. REGS information The following facts can be utilized to answer the RFI questionnaire below: a. The REGS consist of two separate systems with a total system size of approximately 9.5MWac. One System will support the McGuire location and be approximately 5 MWac. The second System will support the Lakehurst location and be approximately 4.5+ MWac. b. The government will not supply land for the installation of these REGSs. c. The government will provide access to the installation's electrical power distribution service from the installation boundary to the Electrical Point of Connection. d. The Government does not intend to take ownership of the renewable energy certificates (RECs) associated with the electricity output of the REGS. e. An approved power distribution Easement path(s) will be developed in conjunction with the installation. f. The Air Force seeks to buy the full electric energy output of the McGuire REGS which the Government estimates will be approximately 6,500 MWh annually. g. The Air Force seeks to buy the full electric energy output of the Lakehurst REGS which the Government estimates will be approximately 5,800 MWh annually. 3. Submission Requirements: The response date for this market research, via email is no later than 1700CST, 28 March 2016 in the format discussed herein. a. Submissions shall: 1) have a subject line entitled "JB MDL PV RFI;" 2) not exceed four (4) 8.5 inches x 11 inches pages 3) technical attachments are allowed with submittal. 4) address all questions in the questionnaire below; 5) clearly identify the name of your company, and; 6) if applicable, small business status and type, and; 7) Identify a point of contact name, title, phone number, and e-mail address. b. Submission advisory: 1) This RFI is for market research purposes only and is not a request for proposal (RFP). 2) This RFI does not restrict the Government to a specific acquisition approach. 3) The Government will not reimburse respondents for any costs incurred in preparation of a response to this RFI. 4) No hard copy or facsimile submissions will be accepted. 5) Cover letters and extraneous materials (brochures, etc.) are not necessary. 6) Site Visits are not allowed for this RFI. Your submission shall be based off the information provided herein. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. 4. Questionnaire. There are 3 parts to this questionnaire. Your company may elect to complete the part for a. McGuire, b. Lakehurst, or c. both. Please complete this questionnaire based upon your company's desire to participate. Note that it is expected that any contract(s) that may result out of this RFI may award for one location, the second location, both locations, or neither location. Based upon your company's experience, your response should address each of the following: a. McGuire Facility 1) Would your company be able to demonstrate, PRIOR TO ANY CONTRACT AWARD that it can secure access for the property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 2) Would your company CURRENTLY be able to demonstrate it has secured access to property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 3) Would your company be able to install a system with only a 10-year contract period with no possibility of a follow-on contract with the government? 4) Indicate the approximate price per KWh that could be offered under these conditions and provide any annual escalation rate, The price should be for electricity delivered to the McGuire substation from a REGS assuming a 10 year contract period without consideration of a follow-on contract with the government. Prices listed as a result of this RFI will not be binding on any party. 5) Please indicate whether your company would be interested in proposing this facility. b. Lakehurst Facility 1) Would your company be able to demonstrate, PRIOR TO ANY CONTRACT AWARD that it can secure access for the property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 2) Would your company CURRENTLY be able to demonstrate it has secured access to property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 3) Would you company be able to install a system with only a 10-year contract period with no possibility of a follow-on contract with the government? 4) Identify the approximate price per KWh and provide any annual escalation rate. The price should be for electricity delivered to the Lakehurst substation from a REGS assuming a 10-year contract period without consideration of a follow-on contract with the government. Prices listed as a result of this RFI will not be binding on any party. 5) Please indicate whether your company would be interested in proposing this facility. c. Both Facilities 1) Would your company be able to demonstrate, PRIOR TO ANY CONTRACT AWARD that it can secure access for the property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 2) Would your company CURRENTLY be able to demonstrate it has secured access to property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 3) Would your company be able to install a system with only a 10 year contract period with no possibility of a follow-on contract with the government? 4) Identify the price per KWh, annual escalation rate to be charge for a system with only a 10 year contract period with no possibility of a follow-on contract with the government. 5) Please indicate whether your company would be interested in proposing this facility. d. If your company can not meet the total generation requirement of either site, would your company be able to provide partial generation (minimum of 1MW per site) at either or both sites? 1) Would your company CURRENTLY be able to demonstrate it has secured access for the property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 2) Would your company be able to demonstrate, PRIOR TO ANY CONTRACT AWARD that it can secure access for the property that would be utilized for the REGS? Please indicate by what means i.e. land deed, loan documentation, lease documents, other. 3) Would you company be able to install a system with only a 10-year contract period with no possibility of a follow-on contract with the government? 4) Identify the price per KWh, annual escalation rate to be charge for a system with only a 10-year contract period with no possibility of a follow-on contract with the government. 5) Please indicate whether your company would be interested in proposing this facility.   5.
