- N00164-16-R-JR52 - MK 55 MOD 1 FIRING DEVICE - FSC 1375 - NAICS 332710 Anticipated Issue Date 18 MAR 2016 - Anticipated Closing Date 19 APR 2016 - 2:00 PM EDT This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract with a five (5) year ordering period for MK 55 MOD 1 Firing Devices in accordance with Automated Data List (ADL) 53711-8324702B, Specification OES-DTL-0109B, Contract Data Requirements Lists (CDRLs), Statement of Work and associated drawings to be provided with the solicitation package. The Technical Data Package (TDP) is being provided in draft format for questions/comments prior to solicitation issue. Questions or comments shall be directed to the POC listed below and received prior to the anticipated solicitation issue date. The Government intends to award to the responsible contractor whose offer is the best value to the Government with past performance/price tradeoff with technical acceptability based on the evaluation criteria contained in the solicitation. The Government will require 30 each First Article Test (FAT) samples for this requirement. The anticipated contract minimum is 1,000 each and maximum is 32,550 each over the five (5) year ordering period. The anticipated delivery order minimum is 500 each and maximum is 10,000 each over the life of the contract. The FAT quantity is due 134 days after contract award. The Lot Acceptance Test (LAT) sample submission is due 157 days After First Article Testing Acceptance (AFATA) with delivery of production lots due 14 days after the LAT approval. The Government requires 45 days for acceptance testing for FAT and 45 days for acceptance testing for LAT. The FAT samples will not be delivered as part of the production quantity. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Initial Inspection for FAT & LAT will be by DCMA QAR at source. The FAT & LAT will be performed by the Government at the Government's facility. Final Inspection and Acceptance for First Article and Production will be at destination with delivery F.O.B. Destination to NSWC Crane, IN 47522-5001. This will be a 100% small business set-aside. All responsible small business sources will be considered. Offerors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the draft TDP and solicitation TDP. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. A draft technical data package is posted as an attachment to this synopsis on FedBizOpps. The draft technical data package is being provided for comments/questions prior to solicitation issuance. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the site listed. Offers must be submitted in the format specified in the solicitation to be considered. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOps website. It is the responsibility of interested vendors to monitor FedBizOps website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and be considered for future discussions and/or award.
