- N00164-16-R-JQ17 - ENHANCED CLIP-ON THERMAL IMAGER (E-COTI) & ENHANCED CLIP-ON SHORTWAVE INFRARED (E-COSI) - FSC 5855 - NAICS 334511 Anticipated Issue Date 18 MAR 2016 - Anticipated Closing Date 18 APR 2016 - 2:00 PM EDT This presolicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract with a five (5) year ordering period for ENHANCED CLIP-ON THERMAL IMAGER (E-COTI) & ENHANCED CLIP-ON SHORTWAVE INFRARED (E-COSI) systems in accordance with Draft E-COTI Performance Specification Distribution Statement D dated 3/15/2016 and Draft E-COSI Performance Specification Distribution Statement D dated 3/15/2016. The anticipated award date is on or about 2/28/2017. The Draft Performance Specifications are being provided for questions/comments prior to solicitation issue. Questions or comments shall be directed to the POC listed below and received prior to the anticipated solicitation issue date. The Government intends to award to the responsible contractor whose offer is the best value to the Government for technical/price/past performance tradeoff based on the evaluation criteria contained in the solicitation. Offerors shall provide two product samples per proposal (production representative) for the E-COTI system and also provide two product samples per proposal (production representative) for the E-COSI system. The two product samples shall be identical in configuration. GO/NO-GO criteria for the product samples as listed below have been identified as those parameters which will determine the minimally acceptable requirements for future consideration of product samples during the source selection process. Submitted samples that do not meet these criteria will not be considered for further evaluation unless the discrepancy and planned corrective actions are documented in the proposal and deemed acceptable to the government. GO/NO-GO criteria apply only to the threshold (T) requirements for all GO/NO-GO criteria as stated in the draft Product Specifications. The GO/NO-GO criteria for E-COTI system are detailed in the draft Product Specification and are as follows: Weight (see 3.4.1) Interfaces (see 3.4.2) Interoperability (see 3.4.3) Fusion/Sensors (see 3.4.4) Compatibility with Protective Gear (see 3.4.5) The GO/NO-GO criteria for E-COSI system are detailed in the draft Product Specification and are as follows: Weight (see 3.4.1) Interfaces (see 3.4.2) Interoperability (see 3.4.3) Fusion/Sensors (see 3.4.4) Compatibility with Protective Gear (see 3.4.5) Contractors may choose to propose on only the E-COTI system, propose on only the E-COSI system, or propose on both systems. The anticipated contract minimum is $4,000.00 and maximum is $45,000,000.00 over the five (5) year ordering period. The anticipated delivery order minimum is $4,000.00 and maximum is $6,400,000.00. Initial Inspection will be by Government at source. Final Inspection and Acceptance will be by Government at destination after 30 days of acceptance testing is performed with delivery F.O.B. Destination to NSWC Crane, IN 47522-5001. It is anticipated that the required delivery schedule will be 60 to 90 days after effective date of delivery order(s). Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Offerors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the Synopsis Draft Performance Specifications and the Solicitation TDP. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. A draft technical data package is posted as an attachment to this synopsis on FedBizOpps. The draft technical data package is being provided for comments/questions prior to solicitation issuance. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the site listed. Offers must be submitted in the format specified in the solicitation to be considered. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOps website.
