- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), Women-Owned Small Business, or Service Disabled Veteran Owned Business contractors for the following proposed work: The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Beach Nourishment and Completion of Initial Construction, Brigantine Inlet to Great Egg Harbor Inlet Absecon Island Atlantic County, New Jersey. The work consists of conducting detailed pre-placement condition surveys of the approved borrow areas and beaches and a base bid to place/pump approximately 3,000,000 cubic yards of beachfill along the Atlantic Ocean coastline of Absecon Island, Atlantic County, New Jersey. This contract requires open ocean dredging and hydraulic placement of beachfill. The project area encompasses the municipalities of Atlantic City, Ventnor City, Margate City, and the Borough of Longport. The contract work may also consist of up to 15 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid area. Options 1, 2, 3 & 4, if exercised, will be for quantities of 150,000, 100,000, 50,000, and 25,000 cubic yards in Atlantic City, respectively. Options 5, 6, & 7, if exercised, will be for quantities of 100,000, 50,000, and 25,000 cubic yards in Ventnor City, respectively. Options 8, 9, 10, & 11, if exercised, will be for quantities of 250,000, 75,000, 50,000, and 25,000 cubic yards in Margate City, respectively. Options 12, 13, 14, & 15 if exercised, will be for quantities of 250,000, 75,000, 50,000, and 25,000 cubic yards in Longport Borough, respectively. The project work for the Base Bid and Options may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; installing sand fencing; the repair or extension of existing storm water outfalls and drainage structures; and the relocation or removal of various existing structures to accommodate the beachfill and dunes. The only approved borrow areas for the beachfill material to be placed in Longport, Margate City, Ventnor City and Atlantic City are located within and adjacent to the Absecon Inlet in the Atlantic Ocean, and a separate designated area located approximately 2 - 3 miles offshore of Absecon Island within the Atlantic Ocean. To access the offshore borrow areas ocean dredging is required and hydraulic placement of beachfill is required. Award of a firm fixed price contract is anticipated in September 2016. Contract duration is approximately 240 calendar days and estimated cost range is between $25,000,000 and $100,000,000.00. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 237990 and the size standard is $27.5 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), Women-Owned Small Businesses, or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar scope, complexity and value. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects (scope, complexity and value), completion dates, references and contract amount.
