- Site Visit Form 1442 Solicitation 1. Below is the proposed damaged steeple roof replacement synopsis for the pre-solicitation notice to be posted on the FedBizOps website. Request your review and approval. 2. This acquisition is a competitive Small Business Set-Aside for the steeple roof replacement. It will be a Firm Fixed Price Contract (FFP) and award will be made to a Total Small Business Set-Aside. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238160 and PSC code Z2AZ. All other firms are deemed ineligible to submit offers. Small business size standard is $15,000,000.00. 3. The work requirements to be performed by the contractor consist of, but are not limited to, measurements and determining correct material requirements. Removal of existing metal roofing, decking material (if OSB) and any other associated material, at the location ensuring all waste is properly disposed. The contractor shall prepare the work surface for a clean installation of the replacement of steeple's roof decking (3/4" CDX plywood), Standing Seam Roof covering and flashings. The contractor shall furnish and install the material for the new steeple. The steeple shall be similar to the existing. The approximate dimensions of the steeple are 32' H X 12' 4" W. The prefinished roof panels, exposed fasteners and flashing shall match the existing steeple (Dark Bronze). If horizontal joints are used in the vertical panels, the contractor shall join them using a flattened "Pittsburge" seam (AKA "Flat Lock" seam). Existing Air Terminal and copper Rain Cap (REF note 14, 17, & detail) shall remain. If removed during this repair action, they shall be reinstalled to the original condition. The contractor shall follow the Dyess Roofing IDIQ section 07614 Standard Metal Roof System provided upon request. The contractor shall follow the Dyess Roofing IDIQ section 07710 Roof Specialties provided upon request. 4. The contractor shall follow these specs concerning the underlayment. • Underlayment B (300 degree): Minimum 30-mil thick, cold-applied, self-adhering membrane composed of a high density, cross laminated polyethylene film coated on one side with a layer of butyl rubber adhesive with an embossed, slip resistant exposed surface, and complying with ASTM D 1970. Provided High Temperature resistance underlayment that will not flow at 300 degrees. Provide side & end laps per manufacturer's requirements. Provide primer when recommended by underlayment manufacturer's requirements. Provide primer when recommended by underlayment manufacturer. Cover with final roofing surface prior to manufacturer's exposure rating expiration. 5. The contractor shall be responsible for proper placement and installation of the steeple's roof decking (3/4" CDX plywood), Standing Seam Roof covering and flashings. An AF Form 103, Base Civil Engineer Work Clearance Request, shall be completed by the contractor and approved by 7 CES prior to start of work; furthermore, the document must be renewed every 30 days until the completion of the contract. Preparation and approval of the AF Form 103 can be worked through the assigned 7 CES contracting officer representative (COR). The contractor shall be responsible for any damages occurring to government or private property during installation of the steeple resulting from any actions of contractor employees or equipment. The contractor shall be responsible for the disposal of any material/debris and any other associated waste from the installation of the steeple, IAW Para 6. The contractor shall prepare a material submittal for approval by the government prior to ordering or installing any material. The contractor shall have all upgrades completed within 30 calendar days from when repairs begin. Protection of Existing Work and Exterior Building Surfaces • Before beginning any cutting or demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to insure against damage to existing work and building exterior surfaces to remain in place, to be reused, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the Contracting Officer or designated representative. The Contractor shall carefully coordinate the work of this section with all other work and construct and maintain shoring, bracing and supports, as required. The Contractor shall insure that structural elements are not overloaded and be responsible, at no additional cost to the Government, for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under any part of this contract. 6. Protection of Buildings from the Weather & Construction • The interiors of the building and all materials and equipment shall be protected from the weather and construction debris at all times, by approved methods. 7. Place of Performance: Bldg. B-6220, Dyess AFB, TX 79607. 8. Period of Performance and Magnitude: 30 days ADC and between $25,000 and $100,000. 9. The solicitation will be issued via Federal Business Opportunities (FedBizOps) at https://www.fbo.gov/. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the EPS site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is http://www.sam.gov. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issue date for this solicitation is anticipated to be on or about 15 March 2016 with a closing date 30 days after issuance.
