Description
Title: Conduct Review of Financial Operations for the Department of Commerce (DOC), Economic and Statistics Administration (ESA) The U.S. Census Bureau is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for conducting a study examining the financial operations and structure of the National Technical Information Service (NTIS) agency. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. Statement of Work 1. Introduction The Economics and Statistics Administration (ESA) plays three key roles within the Department of Commerce (DOC). ESA provides timely economic analysis, disseminates national economic indicators, and oversees the U.S. Census Bureau and the Bureau of Economic Analysis (BEA). In this latter role, ESA works closely with the leadership at BEA and Census on high priority management, budget, employment, and risk management issues, integrating the work of these agencies with the priorities and requirements of the Department of Commerce and other government entities. ESA's expert economists and analysts produce in-depth reports, fact sheets, and briefings on policy issues and current economic events. DOC and White House policymakers rely on these tools, as do American businesses, state and local governments, and news organizations around the world. 2. Objective A key mission for the organization is the production of in-depth reports, fact sheets and briefings on policy issues and current economic events in support of DOC, White House, American business, state and local governments, news organizations around the world and other decision makers. To accomplish these tasks, ESA equips its expert staff with the latest technology tools and training. The objective of this statement of work is to obtain the services of a contractor to conduct a study examining the financial operations and structure of the National Technical Information Service (NTIS) as described within this Statement of Work (SOW). 3. Scope The scope of this effort includes services necessary for a contractor to conduct a study examining the financial operations and structure of the National Technical Information Service (NTIS). The NTIS is preparing for streamlining and reorganization to comply with legislative direction and Department of Commerce (DOC) strategic plan responsibilities. As part of the DOC strategic plan, the Economics and Statistics Administration (ESA) will be assuming some of the senior leadership responsibilities of the NTIS, such as financial management, administrative management and programmatic operations. To accomplish this task and effectively establish fiscal controls, procedures and costs, a thorough financial analysis must be conducted. Additionally, financial models to support ESA/NTIS operations, products and services cost schedules are essential. 4. Requirements and Tasks The following section of the SOW describes the requirements and tasks that shall be accomplished to meet this requirement. 4.1 Requirements The contractor must have demonstrated experience and provide support in meeting the following requirements:  Must have demonstrated strong computer skills in specialized software, specifically a Microsoft Excel user with extensive experience building Federal Government relevant financial models  Must have demonstrated experience in Federal Government financial arena 4.2 Specific Tasks 4.2.1 Conduct a thorough review of the financial systems. The review will include evaluating all indirect and direct costs associated with the organization's operations, products and services. The review results will be in a report detailing the current business financial models and recommendations for improvements. The report and work papers will be submitted to ESA. Total hours: 175 4.2.2 Conduct a series of meetings with senior ESA leadership, in accordance with the project plan to review the financial system report and respond to all ESA leadership questions and concerns. This will include planning for the contractor's development of financial models for use by the new ESA/ NTIS structure. Total hours: 100 4.2.3 Develop and deliver financial models that accurately support organizational costing, and fee for services products and services. This model will be used to accurately set the price products and services offered in the future. The models will be in the current version of Microsoft Excel. Total hours: 100 5. Place of Performance The majority of all work will be performed at the contractor's site. 6. Period of Performance The contractor shall perform these services within 45 days from the date of award. Capability Statements: Interested parties responding to this sources sought notice must provide a capability statement demonstrating their capability to fulfill the Government's requirement for developing a project plan. All respondents are requested to identify their firm's size and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient detail, but not exceed eight pages, so that the Government can determine the experience and capability of your firm to provide the requirement above. Your capability statement should include references. Responses must be received by 4:30 EST on March 25, 2016 via email to Donna Cornish, Contracting Officer, at donna.cornish@census.gov.
