- Title: Develop a Detailed Project Plan for the Department of Commerce (DOC), Economic & Statistics Administration (ESA) Agency The U.S. Cenus Bureau is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for developing a detailed project plan for the re-organization and merger of the National Technical Information Services (NTIS) agency into the Economics and Statistics Administration (ESA) agency. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. Statement of Work: 1. Introduction The Economics and Statistics Administration (ESA) plays three key roles within the Department of Commerce (DOC). ESA provides timely economic analysis, disseminates national economic indicators, and oversees the U.S. Census Bureau and the Bureau of Economic Analysis (BEA). In this latter role, ESA works closely with the leadership at BEA and Census on high priority management, budget, employment, and risk management issues, integrating the work of these agencies with the priorities and requirements of the Department of Commerce and other government entities. ESA's expert economists and analysts produce in-depth reports, fact sheets, and briefings on policy issues and current economic events. DOC and White House policymakers rely on these tools, as do American businesses, state and local governments, and news organizations around the world. 2. Objective A key mission for the organization is the production of in-depth reports, fact sheets and briefings on policy issues and current economic events in support of DOC, White House, American business, state and local governments, news organizations around the world and other decision makers. To accomplish these tasks, ESA equips its expert staff with the latest technology tools and training. The objective of this statement of work is to obtain the services of a contractor to develop and submit a detailed project plan as described within this Statement of Work (SOW). 3. Scope The scope of this effort includes services necessary for a contractor to develop and submit a detailed project plan for the reorganization and merger of the National Technical Information Service (NTIS) into ESA. The plan will incorporate the information, findings and recommendations contained in the financial model report provided by ESA. The ESA/NTIS is preparing to reorganize to comply with legislative direction and better focus on the Department's Strategic Plan, specifically the Data Pillar. The Data pillar of the Strategic Plan calls for transforming the Department's data capacity to enhance the value, accessibility and usability of Commerce data for government, business and the public; improving data-based services, decision-making, and data sharing within the Department and with other parts of the federal government; and collaborating with the business community to provide more timely, accurate, and relevant data products and services for customers. As part of the Department of Commerce (DOC) strategic plan, ESA will be assuming some of the senior leadership and operational oversight responsibilities, such as financial management, administrative management and programmatic operations. To accomplish this task, a detailed project plan is needed. 4. Requirement and Tasks The following section of the SOW describes the requirements and tasks that shall be accomplished to meet this requirement. 4.1 Requirements The contractor must have demonstrated experience and provide support in meeting the following requirements: Must have demonstrated strong computer skills in specialized software, specifically with Microsoft Office Project Planner Must have demonstrated excellent interpersonal skills and excellent interview techniques to be able to conduct interviews; participate in meetings; and serve as Microsoft Office Project Planner subject matter expert Must have demonstrated experience in Federal Government organization structure, operations and management 4.2 Specific Tasks 4.2.1 Conduct a thorough review of current and proposed ESA and NTIS organizational, financial and operational materials. The review will include the information, findings and recommendations contained in the current oversight board findings. The plan will include Communications, Risk Management, financial systems migration, HR systems migration and Acquisition systems migration amongst other plan components. Additionally, the plan must accommodate scheduling for an anticipated reprogramming that will require Congressional approval. The contractor shall submit the report and work papers to ESA. Total estimated hours: 300 4.2.2 Conduct a series of meetings with various stakeholders and senior ESA and NTIS leadership to contribute to and review the proposed project plan. These sessions and interviews will include responding to all questions and concerns. The result will be a comprehensive plan outline. Total estimated hours: 200 4.2.3 Develop and Deliver a Project Plan. The project plan will be in the current version of Microsoft Office Project Plan. It will have a clearly defined "critical path" with milestones and a defined schedule. Total estimated hours: 125 5. Place of Performance The majority of all work will be performed at the contractor's facility. 6. Period of Performance The contractor shall perform these services within 90 days from the date of award. Capability Statements: Interested parties responding to this sources sought notice must provide a capability statement demonstrating their capability to fulfill the Government's requirement for developing a project plan. All respondents are requested to identify their firm's size and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient detail, but not exceed eight pages, so that the Government can determine the experience and capability of your firm to provide the requirement above. Your capability statement should include references. Responses must be received by 4:30 EST on March 25, 2016 via email to Donna Cornish, Contracting Officer, at donna.cornish@census.gov.
