- The Aviation Development Directorate - Aviation Applied Technology Directorate (ADD-AATD), U.S. Army Contracting Command intends to award a non-commercial, sole-source, indefinite delivery, indefinite quantity (IDIQ) contract to provide support to various U.S. Army and other Department of Defense (DoD) organizations that use products, technology, and services unique to The Boeing Company with Material System Development Test and Analysis (MSDTA). The Boeing platforms used by DoD agencies include, but are not limited to, the PH-64 Apache, H-47 Chinook, and A/MH-6M Little Bird. These technologies may involve Government, Boeing, or third-party concepts under cognizance of AATD or DoD organization initiatives to improve the survivability of or expand the service life of Boeing technologies and services for the U.S. Army and other supported organizations. The MSDTA program will have a three (3) year ordering period and is based upon estimated to 27,063 man-hours worth of effort. Through issuance of Task Orders, the Contractor shall provide support to effect the necessary material, systems, developments, testing and analysis needed to substantiate the candidate concepts/designs and achieve U.S. Army and DoD technology and mission objectives. Contractor flight testing using Government or contractor-furnished aircraft may be involved. The requirement involves ADD-AATD or ADD-AATD customer initiatives to improve the capability of, expand the service life of, or correct deficiencies of U.S. Army variant systems. The maximum value of the contract will be $6 million. The minimum order value will be $25,000 and will be obligated concurrently with award of the IDIQ contract. This acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The intended source is The Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516. Boeing is the original designer and manufacturer of specific Army aircraft to include AH-64 Apache, H-47 Chinook, AH/MH-6M Little Bird, A-160/YMQ-18A Hummingbird, and Scan/Night Eagle Intelligence, Surveillance, and Reconnaissance (ISR). Boeing has performed every major modification and modernization effort for the Army on these aircraft/systems; is the only firm holding the design, development and software knowledge necessary to successfully perform the technology integration and test support efforts required by the Government; and is deemed to be the only responsible source uniquely qualified to perform this program. Specifications, plans or drawings relating to this procurement are not available and cannot be furnished by the Government. Under each individual task order, ADD-AATD will acquire Boeing's support to effect the Material System Development Test and Analysis required to include various technology integration and test efforts related to the Boeing technologies and services for the U.S. Army and other supported DoD organizations. Through previous investments via Internal Research and Development and Technology Investment Agreements, numerous patents and trade secrets related to material configurations, manufacturing methods, and test protocols related to these systems were developed by The Boeing Company. Additionally, Boeing has in-depth knowledge of the current design and manufacturing methods used in production of its line of rotorcraft for the U.S. Army and of the underlying technologies that enable system performance. Boeing has invested in the manufacturing and testing facilities necessary to enhance or otherwise modify components or systems related to its products. Performance locations will vary from the Boeing facilities who provide the material, system, development, test and analysis services for the identified aircraft platforms. The ordering period for the IDIQ contract is three years. The North American Industry Classification System (NAICS) is 541712 and the size standard is 1500 employees. This notice is not a request for proposal; however, all responsible sources may submit their proposal, which will be considered by the agency. Proposals submitted in response to this notice are due no later than April 4, 2016, 2:00 p.m. EST.
