Sources Sought only. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential qualified/verified Small businesses relative to the North American Industry Classification code (NAICS) 621511. The Small Business Size Standard for this NAICS code is $32.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. Requirements Description: 1. The selected vendor will provide the best patient care clearly demonstrating the ability to rapidly detect T. vaginalis (trichomoniasis), G. vaginalis, and Candida species from swab samples using DNA Probe techniques. 2. The selected vendor will provide the ability to detect the above organisms based on the principles of nucleic acid hybridization. 3. The selected vendor will provide specific collection kits for vaginitis testing that have at least a 72h stability at ambient temperature. 4. The selected vendor will provide probe cards that contain the following five beads: Negative Control, Trichomonas, Gardnerella, Candida, and Positive Control. 5. The selected vendor will provide Probe Analysis Cards (PAC) that provide for either 24 or 120 tests. 6. The selected vendor will Microbial Identification Test includes two internal controls on each PAC: a Positive Control bead and a Negative Control bead. Submission Requirements for responses to this sources sought synopsis: (1) Your intent to submit a quote for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. (3) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past relevant experience and technical competence with a similar requirement. (4) A copy of SAM.GOV active registration. Must reflect Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) and Small Business Administration Certification of Small Business Type, (Reps/Certs) (5) A statement addressing your socioeconomic status such as Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned, Hubzone, etc. All correspondence and responses must be received by 11:00a.m. EST on March 28, 2016 and shall be e-mailed only to William MacDougall, william.macdougall@va.gov
