- This announcement is issued in accordance with (IAW) Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of conducting a market survey. The Federal Aviation Administration (FAA) is seeking information regarding potential contractors for the WAAS (Wide Area Augmentation System)Program Safety Computers (SC). This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). The FAA is not seeking or accepting unsolicited proposals. The WAAS is a safety-critical system that augments the Global Positioning System (GPS) Standard Positioning Service (SPS) to provide for en route navigation and precision landing capability in the United States National Airspace System. The WAAS SC is a critical component of that program. The SC will execute application software certified IAW RTCA/DO-178B, Software Considerations in Airborne Systems and Equipment Certification. All WAAS Assurance Level (AL) B software is hosted on the SC. This application software is integral to the WAAS safety architecture and critical to ensuring safe operations with the WAAS service. Verocel Incorporated of Westford, MA is currently filling the FAA ™s requirements for WAAS Program SC units under Contract #DTFAWA-12-C-00049, which is set to expire on October 31, 2016. This market survey is for the purpose of assessing the availability of parties interested in a follow-on contract to DTFAWA-12-C-00049 for the manufacture and testing of the WAAS SC units. The follow-on contract will call for the delivery of approximately 50 SC units manufactured IAW the approved SC configuration drawings and acceptance procedures developed under DTFAWA-12-C-00049. A Statement of Work (SOW) for the follow-on contract is attached. Interested parties must submit a completed business declaration form (copy attached) and a Capability Statement showing competency in the following four areas: 1. Demonstrated ability to manufacture the WAAS SC units IAW government furnished product and commercial drawings and test against government furnished product acceptance test procedures. A copy of drawings and acceptance tests may be requested by interested parties. 2. Demonstrated ability to complete an Obsolescence Analysis Report within ninety days of contract award (CA), to include the following: a) Lifetime projection for reparability of each subassembly; b) Identification of the anticipated End of Production for each subassembly; c) Identification of the anticipated End of Repair for each subassembly; d) Identification of Mitigation recommendations for end of Repair; e) Spare parts, planning and recommendations; 3.Demonstrated experience and ability to meet a production delivery schedule. The schedule anticipated by the FAA would require delivery of 10 units within 8 months of CA and then 10 units every month thereafter until the order has been filled. 4. Demonstrated experience and ability in furnishing engineering support services including, but not limited to, the following tasks: witnessing and assisting in operational and field testing, participating in physical configuration management, troubleshooting and correcting of problems that may arise after delivery and installation of equipment. Capability Statements must clearly and directly correspond to each of the four areas indicated and be limited to fifteen total pages in a typewritten font not smaller than eleven(11) points. This limitation does not include commercial literature, which a respondent may submit. Responses containing only company brochures, catalogs or other type of generic information will not be considered. At the FAA ™s discretion, respondents may be provided an opportunity to discuss information contained in its Capability Statement. The FAA, at its discretion, may determine if this opportunity will be offered to all, some, or none of the respondents. All information provided in response to this announcement may be subject to Freedom of Information Act (FOIA). Any proprietary or sensitive information should be clearly marked with appropriate restrictive language. The responses to this market survey will be used for information purposes and to assemble a list of potential vendors. THE FAILURE TO RESPOND TO THIS ANNOUNCEMENT WILL DISQUALIFY AN ENTITY FROM FURTHER CONSIDERATION IN CONNECTION WITH THIS PROCUREMENT. The FAA reserves the right to use the information received in response to this announcement to make decisions relative to defining requirements for future FAA solicitations.
