- Test report that established the COTS Powder Coating that will be used with the additive that this project will determine will fill the requirements of the Air Force. Formulation Improvement and Qualification of a Commercial-Off-the-Shelf (COTS), Volatile Organic Compounds (VOCs) and Hazardous Air Pollutants (HAPs)-Free, non-chromate low temperature powder coating (LTPC) system for USAF use PHASE II CAUTION: This market survey is being conducted to identify potential sources that may possess the data, expertise, capabilities, and experience to meet qualification requirements to reformulate and qualify the next generation COTS LTPC for Aerospace Ground Equipment (AGE) application, to include: •i. addition of suitable UV stabilizers to improve weathering performance •ii. addition of relevant biocides to arrest development of fungi and bacteria to mitigate against microbial influenced corrosion (MIC) and •iii. perform testing to confirmation of improved additive performance through additional laboratory and field exposure testing. This is a follow-on engineering effort, consequential of Phase I data received per contract W911NF-11-D-0001 (reference report/delivery order 0125/TCN 14-022). In that effort, the previous contractor (Battelle) and Air Force successfully accomplished atmospheric and lab testing to support identification and down-selection of the "best" COTS, non-chromate, LTPC system performer (Hentzen Crosslink Powder Coating No 6191-61003). This effort, if successful, will qualify a field-level COTS LTPC suitable to PACAF (UV and MIC environments) use and application, and will virtually eliminate the hazardous waste streams associated with conventional painting techniques. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. In regards to report number DO 0125, TCN 14-022, per contract number W911NF-11-D-0001, titled Qualification Testing of Low Temperature, Commercial-off-the-Shelf (COTS) Powder Coatings for Aerospace Application, describe your company's past experience as related to the following: •a. previous projects that are similar in complexity and scope in relation to planning, testing and evaluating COTS LTPCs; •b. COTS LTPC product formulation to introduce and improve biocide and weatherability coating additives to resist microbial influenced corrosion (MIC) and reduce ultraviolet (UV) damage to equipment; •c. familiarization with and characterizing microbial species collected from Aircraft and/or Support Equipment within coastal environments such as in the Pacific Air Forces (PACAF) Command; •d. identifying, validating and addressing microbial species damage mechanisms to aircraft and/or Support Equipment within coastal environments such as in PACAF Command; and, •e. identifying, validating and addressing UV damage mechanisms to aircraft and/or Support Equipment within coastal environments such as in PACAF Command. •2. Describe your company's experience in regards to identifying, testing and preventing MIC. •3. Describe your company's experience with reformulating LTPCs and protective coating systems. •4. If Daytona Beach, FL is not available for outdoor beachfront testing, describe what outdoor exposure test locations are available at your test facility to complete follow on studies identified within test report number 100047309. Please quantify how the identified (different) test location available will not adversely affect any test data (for example, new outdoor exposure test data will need to be directly compared to data found in report number 100047309, occurring at Daytona Beach, FL). •5. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals.
