THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: 1). Network Contracting Office (NCO) 15 on behalf of the Veterans Health Administration (VHA) is seeking information technology support services that provides a single comprehensive, enterprise-wide (VHA wide) environmental health and safety (EH&S) auditing software-as-a-service (SaaS) system that meets the compliance auditing program and management systems requirements detailed in the industry consensus documents: ISO 14001:2004 Environmental Management Systems, OHSAS 18001:2007 Occupational Health and Safety Assessment Series for health and safety management systems, and ANSI Z-10:2012, Occupational Health and Safety Management Systems Standard (OHSMS). 2). Definition of SaaS: SaaS is a software licensing and delivery model in which software is licensed on a subscription basis and is centrally hosted. It is sometimes referred to as "on-demand software". SaaS is typically accessed by users using a thin client via a web browser. SaaS providers generally price applications using a subscription fee, most commonly a monthly fee or an annual fee. Applications are purchased and used online with files saved in the cloud rather than on individual computers. 3). The NAICS for this acquisition is 518210 - Data Processing, Hosting, and Related Services with a size standard of $32.5m SERVICES TO BE PROVIDED: A SaaS EH&S auditing tool with the following functions is required: 1). An EH&S auditing software system that offers a broad EH&S suite and management functionality that helps institute and manage the entire EH&S compliance assessment process and management system conformance assessment process; from field audits, workplace evaluations, and automated audit/findings report writing, through corrective action and management plans. 2). The system/service shall reside on the vendor's systems and be accessible to VHA through an intuitive, browser-based user interface. The vendor must demonstrate they maintain >99% server availability and full network redundancy to ensure the highest levels of reliability. 3). An EH&S auditing software system that provides access to comprehensive and current regulatory information structured in a consistent, easily accessible, format. 4). Access to the application for VHA personnel to provide role-based presentation: from simplest read-only access for file users to sophisticated configurations for administration and data/information entry. 5). Ability to have at least 5 levels of administration (administrator, national, regional, local, and site) and mask location/facility audit data from other locations/facilities. 6). An EH&S auditing software system that is configurable (modular) to tailored solutions for specific VHA business processes and organizational work flows. 7). An EH&S auditing software system that aggregates EH&S data and delivers combined compliance EH&S data with sustainability metrics that provide EH&S business decision valuations and cost benefits. 8). Provide SaaS Help Desk support to audit tool users. 9). Provide monthly web-based EH&S SaaS auditing system training sessions, for system/service users/administrators throughout entire contract period. SPECIFIC RESPONSE INSTRUCTIONS: Please submit your response (capability statement) in accordance with the following: 1). No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2). Address if your firm has the capability to furnish the EH&S SaaS services listed above; 3). What is the WEB address of your SaaS site. 3). Which web browsers are compatible with your system? Which versions? 3). Address how long it would take from the date of contract award for you to commence furnishing services; 4). Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, 8 (a) or HUBZone. 5). If you are a Service- Disabled or Veteran Owned Small Business (SDVOSB/VOSB), is your company and/or partners registered in VA's VetBiz on-line repository? 6). Mark your response as "Proprietary Information" if the information is considered business sensitive; 7). NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 5 page limitation.
