- Introduction This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code for this acquisition is 611710- Educational Support Services, with a size standard of $15 million dollars. Background The Center for Surveillance, Epidemiology and Laboratory Services (CSELS), Division of Scientific Education and Professional Development (DSEPD) has the mission to provide scientific service, expertise, skills, and tools in support of CDC's national efforts to promote health; prevent disease, injury and disability; and prepare for emerging health threats. The Division also provides leadership in public health training and education, and manages innovative, evidence-based programs to prepare the health workforce to meet public health challenges of the 21st century. DSEPD projects and programs are often a result of internal decisions and external directives as well as consultations with other CIOs frequently with short deadlines for implementation. This contract will fill a critical DSEPD and agency need for a flexible external source of expertise to assist in responding to these requirements by assisting with the work of staff in achieving program objectives. It is essential that the contractor has an appreciation of and experience with public health workforce, training and continuing education program complexities, and extensive knowledge and experience with health communications, marketing, web development, strategic planning, conference planning and logistics, scientific program evaluation, and related administrative support activities. Purpose and Objectives The objective of this procurement is to develop an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide DSPED with a ready source of technical, scientific and operational expertise in the areas of public health workforce, fellowships, health communications, training and education, marketing, web development/maintenance, planning and related administrative support. Project Requirements DSEPD requires technical, professional, scientific and administrative services in support of implementing strategies and approaches to accomplish its workforce and professional development goals and priorities. The requirements encompass a number of task areas such as Competency and Curriculum Development, Instructional Design (e-learning and classroom-based learning), Training Project Management, Training Delivery (teaching/facilitation), Training/Education Evaluation, Continuing Education (CE) Accreditation Support, Digital Health Communication Support, Web Development/Design Support Services, Mobile App and E-book Development/Design, Graphic Design and Photography, Audio and Video Production, Learning System Administration and Help Desk Support, Evaluation to include Needs Assessments, OMB-RA Package Development and Submission, Pilot Testing, Usability Testing, Pre/Post-Test Development, Evaluation Tool Development and Qualitative and Quantitative Data Collection. Anticipated Period of Performance The Period of Performance is estimated to be 60 months from the date of award. Other Important Considerations None Capability Statements PAGE LIMIT 10 PAGES. Interested Offerors should submit a capability statement specifically addressing the criteria listed below ONLY. Capability statements that address requirements other than what is identified below will not be reviewed. • Your opinion about the difficulty and/or the feasibility of the potential requirement or proposed acquistion, possible solutions and approaches that may currently exist in the marketplace and information regarding innovative ideas or concepts. • Your staff expertise, including their availability, experience, formal training and any other training. • Your current in-house capability and capacity to perform the work. • Your prior completed projects of similar nature. • Your corporate experience and management capability. Provide any examples of prior completed Government contracts, references and other related information. • Provide any other information that may be helpful in developing or finalizing the acquisition requirements. The cover page does not count against the page limit. Pages shall be single-spaced and formatted as follows: MS Word, 8 ½ x 11, 12-Point Times New Roman font with one (1) inch margins. The Government will not respond to oral questions. Responses must be submitted no later than 10:00am, Eastern Standard Time (EST) by Friday, April 8, 2016. Capability Statements will NOT be accepted after the response due date. No telephonic or facsimile responses will be accepted. The Government will not provide any feedback on capability statements and will not return capability statements received. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
