Description
This is a Small Business Sources Sought notice. This is not a solicitation announcement. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (i.e., 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code 511199. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. Only small business sources should respond to this sources sought synopsis. Project Title: "Public Engagement Platform (PEP)" Project Description: The purpose of the "Public Engagement Platform (PEP)" project is to provide the public and the Federal Government with one-stop, quick access to mental health, substance abuse prevention, and addictions treatment information, materials, and services; and serve as the single interaction point for the public for communication products, services and messages developed by the Agency, through a large-scale information dissemination program which currently manages over 25 million customer touch points. The contractor will be required to: (1) provide sufficient numbers of staff to manage the Agency's contact center and fulfillment/distribution center, which handles over 600,000 calls and maintains over 1,000 titles of the latest, science-based behavioral health publications, and disseminates over 13,000,000 products annually; (2) develop new, and maintain existing, data sources to increase the transparency of SAMHSA data, information and communications activities, using open data formats, along with integrating features for collaboration and participation in SAMHSA Web content and services; (3) develop and create opportunities for partners to use SAMHSA information, or to use partners to get SAMHSA information to wider audiences; and (4) perform technical writing, analysis, and development and reporting of metrics and key performance indicators to complete and support the contract tasking. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 15 pages (Times New Roman, font size 10 or larger). A copy of the company capability statement will also be accepted as supplemental information. The anticipated period of performance is 60 months, consisting of a 12-month base period and four (4) 12-month option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Responses to this notice shall include company name, address, Company DUNs number, point of contact, telephone number, size of business pursuant to the NAICS code, and MUST respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act. 4. Are you considered a certified HUBZone firm? 5. Are you considered a woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned small business? 7. Describe your proven capability for identifying, hiring, and retaining qualified staff to manage an Agency-level information dissemination program. 8. Describe your proven capability for managing and providing leadership to a potentially large group of information specialists, distribution center staff, information technology professionals, project management professionals, health communications/health education staff, partnership/outreach professionals, statisticians and data analytics experts, evaluators, clerks, and other staff that would be devoted to this project. 9. Describe your proven capability for managing an Agency-wide contact center and fulfillment/distribution center. 10. Describe your proven capability for the development and management of large-scale information technology projects which include the use of open data, Gov 2.0 and open government principles. 11. Describe your proven capability and current in-house capacity for creating, managing, and documenting multi-site systems and databases and ensuring the security and integrity of data. 12. Describe your proven capability to develop and deliver health-related content and communications products in a variety of formats (i.e., e-mail, publications, brochures, posters, presentations). 13. Describe your proven capability to support communications, information services and partnerships with states and other key constituents. 14. Describe your proven capability and current in-house capacity to provide technical assistance and manage communications in a variety of formats and media, including site visits, training, telephone and teleconferences, presentations, e-mail, meetings, workshops, and conferences. 15. Describe your proven capability for analyzing data from multiple data sources and making sound programmatic recommendations based on the data. 16. Describe your proven capability for producing technical reports that assist in program monitoring and policy development. 17. Describe your proven capability in responding to a variety of requests for information with quick turnaround times and for presenting information about complex information dissemination and communication issues to a variety of audiences, both orally and through written materials. 18. Describe your staff capability regarding formal academic training and relevant experience to perform the described tasks. 19. Describe your proven capability for conducting meeting planning and providing logistical support. This is not a request for proposals and in no way obligates the Government to award any contract.
